Replace Six Air Conditioning Units at Pu'uhonua O Honaunau National Historical Park
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This Solicitation Number 140P8218Q0034 is issued as a Request for Quote (RFQ), to replace the six air conditioning units located at Pu'uhonua O Honaunau National Historical Park, Honaunau, Hawaii Island. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-98, May 31, 2018.
This acquisition is a 100% small business set aside, using NAICS 238220, Plumbing, heating and air-conditioning contractors, size standard $15 million. The vendor who is selected for this project will provide all personnel, equipment, tools, materials, supervision, and other items necessary to complete the attached Scope of Work (SOW). The work will be performed within Pu'uhonua O Honaunau National Historical Park.
The provision at 52.212-1 Instructions to Offerors-Commercial Items applies to this solicitation. Please submit offer pursuant to the aforementioned instruction. The provision at 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this offer. The selected offeror must submit a completed copy of the listed representations and certifications. The clauses at FAR 52.212-4, contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition, to include the following clauses that are incorporated by reference: FAR 52.204-10, 52.209-6, 52.219-6, 52.219-28, 52.222-3, 52.222-21, 52.222-26, 52.222-36, 52.222-41, 52.222-42, 52.222-43, 52.222-50, 52.222-55, 52.222-62, 52.223-11, 52.223-12, 52.223-18, and 52.225-13. This contract is also subject to the Service Contract Act and the current applicable wage determination is attached.
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Past Performance, and (ii) Price.
The contract will be awarded to offeror who is found acceptable in Factor (i) and is the lowest price offer.
