This Request for Information(RFI) is issued solely for information and planning purposes and does not constitute a solicitation. Responses to this RFI will not be returned. Not responding to this sources sought does not preclude participation in any future and potential solicitation. It is the intent of the Contracting Office to use this for market research purposes only. Should a formal solicitation be released, it may be through the Federal Business Opportunities (http://www.fbo.gov <http://www.fbo.gov/> ). The Government shall not reimburse the costs of preparing responses to this RFI.


The Arnold Engineering Development Complex (AEDC) has a requirement to replace the AEDC-owned optical tracking mount located on the island of Niihau, HI with an identical unit that is currently in storage at the Pacific Missile Range Facility (PMRF) on the island of Kauai.  The work requested consists of road repair to facilitate ground transportation, then surface and ground transportation to move the existing tracking mount (a Kineto Tracking Mount or KTM) from Perch Site on Niihau back to the island of Kauai (where the unit will be stored at PMRF).  Coincident with this move of the existing KTM from Niihau to Kauai, the replacement KTM will be transferred to Niihau from Kauai, and emplaced in the same location as the current mount at Perch Site on Niihau. 


The services that will be procured via this solicitation will be performed on the Island of Niihau. The Island of Niihau is a privately owned island off the western coast of Kauai. Access to the island is restricted and must be granted by Niihau Ranch LLC in order to provide any of the services.



INDIVIDUALS RESPONDING TO THE SOURCES SOUGHT MUST REPLY TO THE FOLLOWING RFI QUESTIONNAIRE.  

 1.  Are you authorized to perform work as a prime contractor on Niihau Island, Hawaii?  Evidence of authorization MUST be provided by notarized letter bearing signature and authorization statement from island owner.


 2.  Provide contract work history for work on Niihau Island (contract number, contract description and point of contract for awarding activity).  Subcontracts are not acceptable as evidence of work history.


 3.  Are you a small or large business?


 4.  Do you intend to perform as a prime contractor, subcontractor, or in a teaming arrangement.


 5.  Do you possess all necessary equipment to complete 100% of the requirement?
