Introduction:

The U.S. Army Corps of Engineers, Japan District (POJ) is performing market research for a Design-Bid -Build (DBB) construction project. This announcement represents a market survey that is intended for preliminary planning purposes only. This purpose of this notice is to identify sources capable of performing this project and to receive responses from those firms to assist the Government's acquisition planning. This survey does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award. This is NOT a solicitation. The Government will not pay for any information provided as a result of this market survey. NOTE: ANY SOLICITATIONS PURSUED ARE INTENDED FOR LOCAL SOURCES ONLY. LOCAL SOURCES ARE THOSE SOURCES PHYSICALLY LOCATED AND LICENSED TO CONDUCT BUSINESS IN JAPAN. Firms interested and capable of performing this work are highly encouraged to submit a response (submission requirements are located within this notice). All interested companies shall be registered in the System for Award Management (SAM) database in order to be eligible for award of Government contracts.

Project Description:



This project is part of a multi-phased effort to replace the munitions storage structures
facilities at Kadena Air Base. Work to be included in this effort: For existing Igloos/Earth Covered Magazines, demolish existing facility and replace with 7-Bar Hayman Earth Covered Magazines featuring large sliding doors to support current and future munitions assets and their handling equipment. For Above Ground Magazines: Demolish existing facility and replace with Above Ground Magazine. Features to include drive-in-access, from ground level, to accommodate a 22k fork lift and doors no less than 34ft wide by 20ft high. All facilities require 2-level Intrusion Detection System, steel bars at opening of 96 sq. in. or greater, and high security hasps IAW AFI 31-101.

Procurement method:



The method of procurement has not been determined at this time. Any solicitations pursued will be intended for local sources only. See information in the Introduction section of this announcement regarding local sources.


Submission Requirements:


Interested sources are requested to complete the attached Capabilities Survey and email the completed form to the following individuals no later than 3:00 PM, 30 March 2018, Japan Standard Time.

The information provided will be used within the U.S. Army Corps of Engineers to facilitate decision making and will not be disclosed outside the agency. However, respondents submitting business information pursuant to this RFI should consult 41 C.F.R. part 105-60 and other implementing regulations concerning the release of such information to third parties under the Freedom of Information Act (FOIA). All information submitted by respondents that they consider confidential and not releasable to third parties outside of the U.S. Army Corps of Engineers and its employees, agents, consultants, and representatives, must be clearly and conspicuously marked.
