The USDA Forest Service, Northern Research Station intends to initiate a Request for Quote (RFQ) procurement action and award a negotiated, Firm-Fixed Price Construction Purchase Order for replacement of HVAC Unit #2 at the Northern Research Station Quarantine Facility in Ansonia, CT. The contractor shall provide all equipment, labor, materials, supervision and incidentals necessary to accomplish this task. Unit #2 is to be tied in to Unit #1 (AAON Model No. RN008), Unit #3 (AAON Model No. 3358), and Unit #4 (AAON Model No. RQ004) which was recently replaced in 2014 (Unit 3) and 2015 (Units 1 and 4). In addition, Unit #2 must connect to the existing duct work and control panels due to the fact that this is a quarantine facility.

The acquisition will be solicited using the procurement processes prescribed in Part 12, Commercial Items; Part 13, Simplified Acquisition Procedures; and Part 15, Contracting by Negotiation per Federal Acquisition Regulations. The period of performance shall be two (2) days: 1 day preparatory work and 1 day installation, to be completed NLT 31 July 2017.


Disclosure of the Magnitude of Construction Projects (FAR 36.204): Between $25,000 and $100,000


Bid Bonds are not required. Per FAR 52.228-13 -- Alternative Payment Protections, the awardee will be required to submit a payment bond or irrevocable letter of credit (ILC) at 100% of the contract price within seven (7) days of award.


The Government will award the contract resulting from this solicitation to the responsible offeror whose quote, conforming to the RFQ will be the best value to the Government. The award will be made on the basis of the lowest evaluated price of proposal meeting or exceeding the acceptability standards for non-cost factors (lowest price technically acceptable/LPTA). Proposals will be reviewed for completeness and evaluated for acceptability against the following evaluation factors:


(FACTOR 1) Technical capability to meet the Government requirement;
(FACTOR 2) Past performance;
(FACTOR 3) Price


Factors 1 and 2 are approximately equal to Factor 3.

No hard copies will be issued and no written or fax requests will be accepted. Proposals are due on or about 05 May 2017 by 11:00 AM Eastern Time. The NAICS Code for this project is 238220 with a size standard of $15 million. It is the contractor's responsibility to monitor FBO for any amendments. In order to receive the award, the contractor must be registered in the System for Award Management (SAM) www.SAM.gov as required by FAR 4.1102. Registration in SAM is FREE. Also, contractors who receive a federal contract of $25,000.00 or more are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans. Davis Bacon Contract Act Wage Rates will be applicable. Award will be made as a whole to one offeror. This procurement is a Total Small Business Set-Aside.
