THIS IS A SOURCES SOUGHT NOTICE ONLY.  In accordance with Federal Acquisition Regulation (FAR) 10.002(b)(2)(i) this notice is issued for the purpose of market research.  Market research is being conducted to determine if there are potential SMALL BUSINESSES with the capabilities and experience to perform the required work.  THIS NOTICE IS NOT TO BE MISCONSTRUED AS AN INVITATION FOR BIDS (IFB).  The information received will be used to determine whether to issue the proposed solicitation as a competitive set-aside or full and open competition (unrestricted).  The extent of the work will be described in the solicitation, which will follow at a later date.

PROJECT DESCRIPTION

The U.S. Department of Labor (DOL), Office of Job Corps, seeks the services of a qualified small business firm to replace the failing HVAC system in various buildings at the Pittsburgh Job Corps Center's facilities. 

The work involves engineering design and construction services to replace the failing HVAC system serving the second and third floors of Building 13 and the domestic hot water generating system that serves both Buildings 13 and 14 at the Pittsburgh Job Corps Center.  For Building 13’s second and third floors, the work includes replacing the dormitory’s existing steam PTAC units with new commercial grade heat pump PTAC units that are properly designed to be in compliance with applicable life-safety and building codes.  The replacement of the PTAC units on the second and third floors of Building 13 shall be accomplished through a multi-phased approach allowing the building to remain occupied during the project.  The work associated with the domestic hot water system includes the removal of the existing steam generator, installation of new high efficiency hot water boilers, and modifications to the existing steam and heating water piping systems.

Period of Performance

NTP to Substantial Completion: 417 calendar days
NTP to Contract Completion: 473 calendar days

$1,000,000 to $5,000,000

WHO MAY RESPOND

Interest in this Sources Sought announcement is open to certified small business contractors, relative to the primary NAICS code 236220 with a Small Business Size Standard of $36.5 Million dollars.  Following review of the responses to this notice, and if the Government still plans to proceed with an acquisition, the Government will develop an acquisition strategy to determine whether the solicitation for this project will be issued as a set aside or as unrestricted competition.

All interested small business firms shall be registered via the System for Award Management (SAM) internet site at http://www.sam.gov.  ;

SUBMISSION REQUIREMENTS

All interested firms shall submit your capabilities statement via email only to ramso.bryan@dol.gov and include the notice number in the subject line.  Also, include all business certifications such as 8(a), HUBZone, Woman-Owned, Service Disabled Veteran or Small Business in the information.  Please do not send hard copies.

Responses are due no later than 2:00 PM EDT on Monday, March 26, 2018.  Oral communications, telecommunication, and faxed inquiries or comments are NOT acceptable as a response to this notice.  Only e-mail responses are welcome.
