DESCRIPTION
The Department of Veterans Affairs Office of Construction and Facilities Management (CFM) is looking for firms that are classified under one or more of the following SBA programs: 8(a) HUBZone, SDB, WOSB, SDVOSB, and/or VOSB. The firm must be a General Construction Firm with an approved NAICS Code 236220. Small Business Size Standard of $39.5 million. A bid bond as well as performance and payment bond will be required.

The sources sought is for a Design-Bid-Build Contract. The project is for the renovation of the existing 8,000 square feet boiler plant (Building 14) and construction of a 2,087 square feet addition. Bldg 14 will house three new boilers and the addition will include boiler plant support space and generator. The intent of this project is to provide a new fully functional medical center boiler plant and to replace existing underground portion of the high-pressure steam distribution and pumped condensate return system. The new boiler plant will occupy a refurbished Bldg 14. Bldg 14 will be expanded with a new addition to house a new 400KW emergency generator, electrical equipment room, control room and personnel facilities. Site modifications will be required to make the new boiler plant, a mission critical facility, comply with the VA Physical Security Design Manual for Mission Critical Facilities.

The estimated magnitude for this project is between ten million ($10,000,000) and twenty million ($20,000,000) dollars. At this time, no solicitation exists; therefore, do not request a solicitation. Small Business Contractors and vendors having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this market survey/sources sought. Responses should include the following information:

Respondents are requested to submit a Capability Statement that exhibits clear and convincing evidence of your firm s capabilities and experience to perform the above described tasks. The capability statement shall not exceed five (5) pages. This Sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does NOT constitute a solicitation and is not be considered as a commitment by the Government. All firms responding to this Sources sought notice are advised that their response to this notice is NOT a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this Sources sought. Small business concerns failing to respond to this add will not be precluded from responding to the solicitation. Note that this is NOT a Request for Proposal and the Government is seeking information for market research purposes only. The Government may or may not issue solicitation documents.
