This Request for Quote (RFQ) is made using the procedures of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures and FAR Part 36, Construction and Architect -- Engineer Contracts.. BASIS FOR AWARD: The Government intends to award a contract to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, considering price and past performance. (See Special Provision #2- Evaluation of Quotes for detailed information).
Work consists of Work for this project consists of the replacement in kind of five, brand name or equal, potable water backflow preventers. The backflow preventers are located in 5 separate buildings located on Site. The backflow preventers are used to provide protection of potable water from fire suppression systems.
Note: Prospective contractors shall be registered in the System for Award Management (SAM) database prior to award of a contract. Initiate/Update SAM registrations at ttps://www.sam.gov.
Award is restricted to responsible small businesses in accordance Federal Acquisition Regulation (FAR) 6.203 -- Full and Open Competition After Exclusion of Sources, Set-Asides for Small Business Concerns. The RFQ will be set-aside for 100% for Small Businesses under NAICS Code: 238220, Plumbing, Heating, and Air-Conditioning Contractors, (SBA size standard $15.0 Million).
The order of magnitude for this project is estimated to be less than $25,000.
Location of Work: The location of this work is at the Marsh Billings-Rockefeller National Historic Park, 54 Elm Street, Woodstock, VT 05091.
The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 10/31/2019. The time stated for completion shall include final cleanup of the premises. The completion date is based on the assumption that the successful offeror will receive the notice to proceed by 09/30/2019. The completion date will be extended by the number of calendar days after the above date that the Contractor receives the notice to proceed, except to the extent that the delay in issuance of the notice to proceed results from the failure of the Contractor to execute the contract and give the required performance and payment bonds within the time specified in the offer.
The Contractor shall perform on the site, and with its own organization, work equivalent to at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees) percent of the total amount of work to be performed under the contract.
Dept. of Labor, Construction Wage Rate General Decision Number VT20190023 shall apply.

Interested parties are strongly encouraged to inspect site prior to proposing. For Site-visit information, See clause 52.236-27, found in the RFQ, for the time and location of the site-visit along with the Point of Contact information.
Any questions regarding this solicitation shall be submitted in writing to the Contract Specialist, David Barceleau, at david_barceleau@nps.gov. Questions should be submitted no later than two business days prior to the due date.
All responsible sources may submit a quote which shall be considered by the agency.
