Repair of the Aircraft FACT Tool
The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, intends to award a firm-fixed-price purchase order, on sole-source basis, to Rockwell Collins-Elbit Systems, LLC/Vision Systems International (CAGE: 6VSE4) to provide repair services for the inspection, calibration, labor and materials necessary to repair the Aircraft FACT Tool, (P/N: MB559B-02; NSN: 4920-01-599-9168) to operational condition and to ensure Fleet readiness. Rockwell Collins- Elbit Systems, LLC/Vision Systems International is the original equipment manufacturer (OEM) of the FACT Tool and the repair services to be provided by the OEM are the only know repair services that will meet operational and reliability requirements as well as have the capability to fully integrate with the Aircraft FACT Tool. Their services are the only services that can maintain configuration control throughout the repair process due to the uniqueness of the motor and controller configurations of the Aircraft FACT Tool. THIS NOTICE IS NOT A REQUEST FOR COMPETITVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
