Description of Action:

The Army Contracting Command-Redstone Arsenal (ACC-RSA) has a requirement for a sole source award for a Firm-Fixed-Priced (FFP) definitive contract.  This requirement will be a one-time acquisition requiring the contractor to repair and rebuild 27 FMS obsolete Forward Area Computer Terminals (FACT/PONY) Computers with Hard Drives.  Performance requirements are expected to be within the Continental United States (CONUS).

The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of the Federal Acquisition Regulation (FAR) 6.302-1(a)(2) under 10 U.S.C. 2304(c)(1).  The requirement will be restricted to VT Miltope, 3800 Richardson Road South, Hope Hull, AL 36043.  Since the U.S. Army does not own the Product Level 3 Technical Data Package (TDP), the Product Level 3 TDP cannot be provided to any interested parties unless a request is directed to the Original Equipment Manufacturer, VT Miltope.  However, interested parties or persons may identify their interest(s) and capabilities to respond to the requirement and/or submit proposals.  Since this notice of intent is not a request for competitive proposals, all proposals, capability statements, and/or quotations received within 45 days after the date of publication of this synopsis will be considered by the Government from all responsible sources.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  Information received will be normally be considered for the purpose of determining whether to conduct a competitive procurement.


Based upon Market Research, the Government is not utilizing the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described repair and rebuild of the supplies.  Any interested parties or person(s) may identify to the procuring contracting officer their interest and capability to satisfy the Government's requirement with a commercial item with 15 days of this synopsis.

All information in the request for quote should be unclassified and the interested party or parties shall follow all instructions in the request for quote upon after the end of the synopsis period of 15 days on 30 July 2019.
