This notice is posted in accordance with FAR 5.102.
This acquisition is a total small business set-side.
The NAICS code is 238220 and the Size Standard is $15M.
In accordance with FAR 4.1102 and DFAR 252.204-7004, Alternate A, System for Award Management (SAM); the contractor must be registered in SAM prior to award. Offerors may obtain information on registration at https://www.sam.gov.
This project is to repair by replace three (3) air-cooled chillers as identified in the Statement of Work (SOW) dated 1 May 2017 and all applicable attachments and specifications. The chillers are aging and require frequent repairs. The aim of the project is to enhance the infrastructure to ensure reliable cooling for the mission equipment. The Contractor shall provide all labor, tools, and materials to remove the existing chillers and replace with new chillers in strict accordance with the SOW. The location of the work to be performed is Schriever AFB, Colorado 80912-5006.
The 50th Contracting Squadron intends to award a contract for this project with a 240-day period of performance after Notice to Proceed.
The estimated magnitude of the entire contract is between $500,000.00 and $1,000,000.00.
NOTES:
1. Physical copies of the solicitation and all accompanying specifications will not be provided. All documents for this project will be uploaded to https://www.fbo.gov.
2. The contractor shall provide a signed copy of the SF 1442 and acknowledge and/or sign all amendments at the time and place specified in the solicitation for receipt of proposals. All proposals shall be delivered in the method and by the time specified in the SF 1442. Proposals delivered shall be marked to show the offeror's name and address, contact number, the solicitation number, and the date and time the proposals are due.
3. Contractors shall be capable of securing bonding for the total proposed amount.
4. Contractors that are debarred or suspended are excluded from receiving contracts.
5. Site Visit.
(a) A pre-bid/pre-proposal conference will be conducted at Building 712/Schriever AFB on 28 June 2017 at 09:00 MST for the purpose of answering questions regarding this solicitation. The pre-bid/pre-proposal conference will be accomplished as a component of a site visit occuring at the aforementioned time. The site visit will be be held in conjunction with a site visit for similar work at Building 700. The meeting time and place for attendance to both site visits is 08:30 MST at the Schriever AFB Visitor Center. Building 712 will be visited first, followed by Building 700.
(b) Submit the names of all attendees (not to exceed 2) to 2d Lt Michael Kilbourn prior to 16:00 MST, Friday, 23 June 2017. This information must be provided in advance in order to ensure access to the military base/conference site and adequate seating for the conference attendees.
(c) Bidders/Offerors are requested to submit questions to the point of contact noted above not later than 15:00 MST,Thursday, 6 July 2017. Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
(d) A record of the conference shall be made and furnished to all prospective bidders/offerors. The record should include minutes of the meeting, including questions (on a non-attribution basis) and answers.
