This is a combined synopsis/solicitation issued by USPFO for Wisconsin for an Invitation for Bid (IFB). The USPFO plans to award a single, firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for Repair and Sustainment of POL Area at the 115th Fighter Wing, Truax Field ANG Base, Madison WI.

The solicitation number for this project is W912J2-17-B-0001. Repair and Sustainment of POL Area includes replacing the two concrete refueling tanker truck lanes with one larger lane within the fuel farm compound, and repair/replace the asphalt paved surfaces throughout the fuel farm compound. There is an optional requirement to replace the refueling tanker truck parking lot concrete pad


Magnitude of the project is between $5,000,000 and $10,000,000. Construction/contract completion time is anticipated to take approximately 30 calendar days after notice to proceed to include inspection and punch list. This project is set aside 100% for Small Business. The North American Industry Classification System (NAICS) code for this work is 237310. The small business size standard is $36.5 million.


Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project.


The date for the pre-bid conference is 6 June 2017, 10:00 a.m. local time at the 115th Fighter Wing, Truax Field ANG Base, Madison, WI. Interested contractors are encouraged to attend the pre-bid conference and shall follow conference registration and base access requirements shown in solicitation. A site visit will follow the pre-proposal conference. All questions for the pre-proposal conference must be submitted via e-mail to lisa.m.braund.mil@mail.mil no later than 14 June 2017. The solicitation closing date and public bid opening is scheduled for 27 June 2017, 2:00 p.m. Central Standard Time at USPFO for Wisconsin, Camp Douglas, WI. Bid prices are to be good for 60 days after bid opening.


Interested offerors must be registered in the System for Award Management (SAM). Details regarding registering are found in the solicitation. Interested offerors are also required to submit their representations and certifications. Details regarding reps and certs can also be found in the solicitation.


The solicitation and associated information will be available from the Federal Business Opportunities (FBO) website on-line at https://www.fbo.gov/. Interested offerors are required to register on the FBO website to access/download the statement of work and drawings. Registration information is available on the FBO homepage. No telephone requests will be accepted.


The following items will constitute a complete bid package:


(a) Offer, Standard Form (SF) 1442 front and back signed
(b) Section 00010 Line Items- all items must be completed
(c) Attachment 3, Bid Schedule - all items must be completed
(d) A valid Bid Bond. Standard Form 24.
(e) Section 00600, Representations and Certifications, completed and return only additional certifications found in this section In addition, the offeror must have entered current and complete data within the past year in Online Representations and Certifications at www.sam.gov.
(f) When completing the "Offeror" portion of the SF 1442 (Blocks 14 - 20), an official having the authority to contractually bind the company must sign the SF 1442.
(g) All amendments to the solicitation must be acknowledged.
(h) Mark the front of the envelope with the following: "BID No. W912J2-17-B-0001", and the name and Address of Bidder. See Block 13A of SF 1442 for required number of copies.


This solicitation is a competitive bid and there will be a formal public bid opening.
