This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Solicitation number W31P4Q-14-T-0167 is issued as a Request for Quotation (RFQ) to repair and calibrate an Oscilloscope Calibrator and Reference Pressure Standard. The Government reserves the right to award without discussions.
The solicitation document and incorporated provisions and clauses are in effect through the Federal Acquisition Circular 2005-71.
The requirement is not a set aside. The associated NAICS code is 334515. The small business size standard is 500 employees.

Description of the requirements is as follows: Solicitation Number W31P4Q-14-T-0167 is issued as a request for a Firm Fixed Price quote. The US Army Contracting Command, Redstone Arsenal, intends to issue a sole source contract to Fluke Electronics, 6920 Seaway Blvd, Everett, WA 98203. The statutory authority permitting other than full and open competition for this requirement is 10 U.S.C. 2304 (c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2) entitled - quote mark Only one responsible source and no other supplies or services will satisfy agency requirement quote mark .
Inspection and Acceptance shall be at W80RA6. FOB is at Destination.
Provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition and a statement regarding any addenda to the provision.
Provision at 52.212-2, Evaluation - Commercial Items, is applicable, and the specific evaluation criteria to be included are technical capability of the item offered to meet the Government requirement, price, and past performance. Lowest priced technically acceptance is the sole evaluation factor. Non-cost factors are of equal importance to price.

Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
For payment will be invoiced to Wide Area Work Flow (WAWF).

The provision at 52.246-4, Inspection of Services - Fixed Price, in solicitations and contracts for services, or supplies that involve the furnishing of services, when a fixed-price contract is contemplated and the contract amount is expected to exceed the simplified acquisition threshold. The Contracting Officer may insert the clause in such solicitations and contracts when the contract amount is expected to be at or below the simplified acquisition threshold and inclusion is in the Government's interest.
Terms and conditions for this requirement are consistent with customary commercial practices. Contract financing is not authorized.
