This is a Solicitation Notice for the Repair Sewer Lagoon N-01 requirement which is to be procured in accordance with FAR part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation/notice; responses/quotes are being requested, further written solicitation will not be issued. 


This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2019-01, Defense Federal Acquisition Regulation Supplement Change Notice (DPN) 20180928, and Air Force Acquisition Circular (AFAC) 2018-0525. 


F.E. Warren AFB, WY has a requirement for the repair of Sewer Lagoon at MAF N-01. Services shall consist of pumping and disposal of sludge and wastewater in the Northwest Evaporation Pond of the Wastewater System; excavation/liquefaction and stockpiling of existing cover material installed over existing PVC liner (exposing current liner); installing new PVC liner over the existing liner; constructing a new protective cover over the newly installed PCV liner; testing for leakage and subsequent filling of the Northwest Evaporation Pond to operating level; excavating and reshaping existing drainage area and ditch of culvert at the East Side; installing 8" - 10" Rip Rap and Geotextile Fabric around and beyond the culvert outlet; installing a Flared End Section (FES) at the end of the 18" CMP culvert; and compacting the new drainage ditch area and berm to 90% Standard Proctor. The contractor shall perform all incidental related work as shown in the SOW. All operations must comply with all regulatory requirements. The standards to be met are: (1) compliance with all Federal, State, and local laws, regulations, and ordinances while transporting waste for disposal and (2) compliance with the Occupational Safety and Health Act, F.E. Warren AFB Fire Protection Program, Air Force Occupational Safety, and the Fire Prevention and Health Program. 


The solicitation number for this acquisition is FA461319RA007; the NAICS is 237110 (Water and Sewer Line and Related Structures Construction), and the small business threshold for this NAICS is $36.5 million. The proposed acquisition is 100% TOTAL SMALL BUSINESS SET ASIDE.


This acquisition will be competed using a written Request for Quotes (NOTE: the contract writing system defaulted to Request for Proposal). All interest parties must provide a proposal package by the time specified below to the Government in order to be considered for award. Proposal packages shall include all data and information requested and shall be submitted in accordance with the instructions found in Section L of the solicitation document. Non-conformance with the instructions may result in proposal being considered non-responsive and ineligible for award. 


The solicitation is a competitive RFQ and award will be based on Simplified Acquisition Procedures found in FAR part 13. Award will be made using the evaluation procedures found in Section M of the solicitation.

Proposals AND completed representations and certifications (if not available in SAM), are due by 2:00 p.m. Mountain Time on Friday, 15 March 2019.
