This is a pre-solicitation notice that the National Cemetery Administration will be soliciting offers under solicitation number 36C78619R0034.
This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses. The NAICS Code is 238990 All Other Specialty Trade Contractors with a Small Business size standard of $15 million. Project Description: Contractor shall furnish all labor, material, tools equipment, and supervision necessary to Repair Ornamental Fence & New Panel Installation at Ft Sam Houston National Cemetery, 1520 Harry Wurzbach Rd, San Antonio, TX 78209 in accordance with SOW, specifications, drawings, per applicable codes, standards, and requirements.
NOTES:
Experience: The Contractor shall provide sufficient project details with their technical proposal to demonstrate experience with at least three (3) and not more than five (5) Ornamental Fence Repair and installation projects of similar size, scope, and using similar materials and methods over the past five (5) years. Each past performed contract information submitted must have been satisfactorily completed, or if not yet completed, must be marked by satisfactory progress. The Government will not consider a contract that is less than 50% complete or an effort that concluded more than 5 years ago. Contractor shall provide customer points of contact for each project listed. Offerors shall us the solicitation attachment named (Business Management-Past Performance Questionnaire).

Offeror s price proposal shall be detailed to include, but not limited to, Material, Equipment, Labor, profit, and bonding costs to determine Cost realism.

There will be an Official Site Visit established in the solicitation, no other visits to site will be accepted. Contract period of performance will consist of one hundred twenty (120) calendar days, after issuance of Official Notice to Proceed (NTP).

Per VAAR 836.204, The construction magnitude for this requirement is between $100,000 and $250,000.

Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov.

Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals and pending award. (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.)

Electronic solicitations will be available for download from http://www.fbo.gov on or about February 25, 2019. No paper copies will be issued. Offerors are responsible for obtaining all amendments or additional information at http://www.fbo.gov. Proposals are due at the date and time noted in the RFP.

All Proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered.
