The USPFO for South Carolina intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the repair of drainage deficiencies and interior damage at Bldg. 243.


Base Gym, Building 243:
The facility is prone to flooding and incurred damage to interior flooring in 2015. Minor envelope repairs will be required due to water infiltration. Interior work includes painting walls, replacement of flooring, base cove, and installation of concrete sealant. In addition, exterior infiltration mitigation will be addressed to include site grading, gutters, downspouts and trench drain.


Ditch Drainage:
Flooding around the buildings 243, 1040, 1046, 1148, 1057, 1050 and 1157 is a frequent occurrence. The current drainage infrastructure is not sufficient to handle the runoff from the airfield, located east of the facilities, and results in the flooding of facilities. This project focuses on approximately 5,000 to 6,000 linear feet of ditch maintenance and pipe improvements for the base storm water management system in accordance with the design. The subject watershed consists of approximately 200 acres with three major outfalls to be evaluated. The elevation, out-fall, and culverts/roadway pipes need improvements to divert water from buildings to prevent backflow into the facilities. This portion of the project includes ditch work, culverts, pipe, headwalls, out-falls and associated components as required to repair and improve the ditches.


Option 1 (Additive Bid Item): Regrout Tile Floors/walls. This option is to regrout 918 square feet of hard tile floors and walls, to include demo of Toilet partitions, re-install toilet partitions, demo the existing grout, prep for new gout, and reinstall grout.

The contract duration is 180 days after NTP. This project is set aside 100% for Small Business. The North
American Industry Classification (NAICS) Code is 236220, with a size standard of $36,500,000.00. The magnitude is between $1,000,000 and $5,000,000. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its to this project. The tentative date for the pre-bid conference is on or about 8 August 2019, 10:00 AM local time. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference.
