Repair Base Signage
Niagara Falls Air Reserve Station has a requirement for a Construction project, Repair Base Signage, RVKQ: 16-0640
Contractor to furnish all plant, labor, parts, materials, equipment, transportation and supervision required to complete the following construction project, RVKQ 16-0640, Repair Base Signage, to include the following:
Remove/Supply/Replace all traffic control signs in accordance with the current edition of the Manual on Uniform Traffic Control Devices (MUTCD) - US DOT, the current edition of the NYS Supplement to the MUTCD - NYS DOT and the Standard Highway Signs (SHS) - US DOT
Remove/Supply/Replace all Security control signs in accordance with the current edition of the AFVA 21-211 US Air Force Installation & AFVA 21-203 Controlled Area.
Remove/Supply/Replace all Traffic Control & Street Signs in accordance with the current edition of the MUTCD, SHS & the NYS supplement.
Remove/Supply/Replace all Building Signs in accordance with the Engineering Specification.
As-builts
All installed signs are to be located and shown on a layout drawing. All drawings will submitted on AutoCad 2016 or newer format
All signs will be geo-referenced locations.
All signs will be labeled in tabular format, on a spreadsheet or on the AutoCad drawings. The labels will include: sign ID, sign type, northing & easting coordinates (accurate to within 1 meter).
All signs that are removed, must be recycled
Work will be performed at the 914th Air Refueling Wing, Niagara Falls ARS, Niagara County, NY.
Performance time is 180 calendar days.
A single Firm Fixed-Price construction contract will be awarded.
This solicitation is set-aside 100% for Women Owned Small Businesses (WOSB).
The estimated magnitude of construction is between $500,000 and $1,000,000.
The NAICS code is 236220 and the Small Business Size Standard is $36,500,000.
Bid, Payment and Performance Bonds will be required.
Liquidated damages will be identified in the solicitation and placed under the proposed contract.
All applicable provisions and clauses will be included in the actual solicitation.
Site visit information will be provided in the solicitation; prime contractors, subcontractors and/or suppliers may attend the site visit.
The ONLY site visit is scheduled for 30 August 2019 at 9:00AM EST; Participants will meet at Building 800, room 1027 on the Niagara Falls ARS, Niagara Falls, NY
The complete solicitation will only be available electronically at http://www.fedbizopps.gov. No paper / hard copies will be provided. It is the contractor's responsibility for downloading the RFP documents and for monitoring the website for possible amendments, any changes or updates.

Contractors must be actively registered in the System for Award Management (SAM) database at https://www.sam.gov and have their Online Representations and Certifications completed. Failure to register in the database will render the contractor ineligible for award. Offerors must also be actively registered in Wide Area Workflow (WAWF) - https://wawf.eb.mil
This notice does not obligate the Government to award a contract nor does it obligate the Government to pay and/or reimburse respondents and/or their associates for any costs incurred to submit the requested information and/or a proposal.
