The U.S. Department of Labor, Office of Job Corps, has a requirement for a qualified Architecture/Engineering (A/E) firm to provide A/E design and construction administration services for a multi-phase renovation of dormitory Wings 1C and 1D, totaling approximately 39,000 square feet, at the Dayton Job Corps Center. The renovation of Wings 1C and 1D will include both exterior improvements in the form of roof replacements and re-caulking to address water infiltration issues, and interior improvements in the form of dormitory room and bathroom renovations. The design services shall include the development of a detailed phasing plan to permit the renovations to occur within the occupied dormitory. The A/E will be required to seek approvals through the Ohio SHPO for the renovation work prior to proceeding with the issuance of the bid documents. In addition, these services will require sampling, testing, and reporting of asbestos, PCB presence in window and door caulking, and lead paint removal to identify and quantify the presence of hazardous materials requiring remediation during renovations. The estimated price range for construction is between $1,000,000 to $5,000,000. Interested offerors are requested to submit a statement of qualifications. Your statement of qualifications should demonstrate the capacity of your firm to perform the required services, and shall include the following information:


1. Projects performed that are similar scope and value to the work required under this project.


2. Include previous project examples which include the location of the project, the project owner, brief and a concise description of the project scope, specialty design consultants employed, a comparison of the construction budget versus construction award value, the final contract amount, and a brief and concise description of the contract administration services provided.


3. Provide a list of projects performed in the State of Ohio within the last five years.


4. Your submission shall demonstrate that you have the staff load of qualified individuals that are capable of undertaking this project. Include a staff load matrix showing how this project will be accommodated based on your current and projected workload.


Your statement of qualifications will be evaluated based on the following criteria, which is listed in order of importance.


1. Project of similar scope and value


a. Two or more major multi-phase renovation projects located at operating facilities or educational campuses with a $1,000,000 to $5,000,000 construction value completed within the last five years that demonstrates A/E design and construction services performed by your firm.


b. A/E design and construction services performed by your firm for two or more commercial roof replacement projects within the last five years,


c. A/E design and construction services on a least on project encompassing hazardous materials,


d. A/E design services for at least one historic renovation project performed within the last five years.


Provide previous project examples which include the location of the project, the project owner, brief and a concise description of the project scope, specialty design consultants employed, a comparison of the construction budget versus construction award value, the final contract amount, and a brief and concise description of the contract administration services provided.


2. Project Location


Projects in the State of Ohio within the last five years indicating a familiarity with state and local codes, environmental conditions, economic conditions, experience and qualifications of local design consultants,


3. Capacity for Future Work


Your submittal shall demonstrate that you have the staff load of qualified individuals that are capable of undertaking this project. Provide a staff load matrix showing how this project will be accommodated based on your current and projected workload.


This Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Proposals or award a contract. The Government does not intend to award a contract based on responses, nor otherwise pay for the preparation of any information submitted.


Entities responding to this Sources Sought Notice should submit the minimum information necessary for the Government to make a determination that the source is capable of satisfying the requirements. The response must be specific to each of the criteria listed above to demonstrate that the respondent is capable. The submissions shall not exceed 20 pages.

Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. A determination by the Government to proceed with the acquisition is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSALS.
