INVITATION TO BID
JESSE WHITE Secretary of State, State of Illinois, will receive sealed bids in the Purchasing Division of his office Room 124 Howlett Building, Springfield, Illinois 62756, until 2:00 P.M., May 3, 2011, at which time bids will be publicly opened on the following:

A mandatory pre-bid conference/site inspection is scheduled for 10:00 A.M. on Wednesday, April 20, 2011, Rm 037 Howlett Building, Springfield, IL 62756.
Bidders are advised that approximately 45 days are likely to elapse between the contractor's or vendor's submission of a properly prepared invoice-voucher (bill) and the state's payment of such bill.
Bidders must have an ILLINOIS DEPARTMENT OF HUMAN RIGHTS PUBLIC CONTRACT number before a proposal will be opened or accepted. Bidders must have a current CERTIFICATE OF PREQUALIFICATION from the Capital Development Board.
The contract resulting from this Invitation for Bids is subject to all provisions of the Illinois Prevailing Wage Act.
Bidding documents may be procured from TRC Worldwide Engineering, Inc., 3171 Greenhead Drive, Springfield, IL 62711, (217)793-2299. Bids submitted must meet the requirements of the specifications. The Secretary of State reserves the right to reject any or all bids.
