Mission and Installation Contracting Command (MICC) Fort Hood is issuing a SOLICITATION for an Invitation for Bids (IFB) firm fixed price construction contract to renovate a suite on the 1st floor of Shoemaker Center Building 36000, Fort Hood, Texas, to facilitate the Survivor Outreach Services branch of ACS. This includes but is not limited to: abatement of hazardous materials; demolition of walls, sinks, doors and doorways, lighting, HVAC ducts and diffusers; installation of new walls, flooring materials, ceilings, painting, installation of various equipment and plumbing fixtures, lighting, HVAC diffusers/grilles and ductwork, and communications lines. This acquisition is 100% HUBZone set aside under NAICS 236220 (Size Standard $36.5 Million). The magnitude of the procurement is estimated to be between $1,000,000.00 and $5,000,000.00.


The purpose of this project is to renovate a suite on the 1st floor of Shoemaker Center Building 36000 to facilitate the Survivor Outreach Services. This includes but is not limited to: abatement of hazardous materials; demolition of walls, sinks, doors and doorways, lighting, HVAC ducts and diffusers; installation of new walls, flooring materials, ceilings, painting, installation of various equipment and plumbing fixtures, lighting, HVAC diffusers/grilles and ductwork, and communications lines. Also included is miscellaneous site work to support the facility and meet code requirements. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, TX. The Wage Determination: General Decision Number: TX190230 01/04/2019 TX230 Superseded General Decision Number: TX20180279; State: Texas; Construction Type: Building; County: Bell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3 million. Performance and payment bonds must equal 100 percent of the original contract price. An organized site visit will be conducted for this procurement on February 26, 2019 at 10:00 A.M. CST. Details of that site visit will be available in the solicitation.


Bid opening will be conducted on March 20, 2019 at 2:00 P.M. CST please refer to the solicitation for additional details. Contract performance period will be 240 days after notice to proceed is issued. The technical exhibits will be available for inspection without charge thru the Federal Business Opportunity (FedBizOpps) at https://www.fbo.gov. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be currently registered in the System for Award Management (SAM) at https://www.sam.gov to receive a government contract award. Bidders shall ensure SAM information is current.
