This sources sought notice is for planning purposes only. All information contained herein is preliminary, and subject to changes and/or cancellation at the discretion of the Government. Interested vendors shall provide responses to this notice voluntarily, and at no cost to the Government. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. Based upon information received in response to this Sources Sought Notice the government shall make a determination of a procurement strategy. The eventual procurement strategy if any is solely within the discretion of the Government.
The applicable North American Industry Classification System (NAICS) Code is 236220, Commercial and Institutional Building Construction, and the small business size standard is $36.5M. Project magnitude is between $5,000,000 and $10,000,000.
Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/SAM/pages/public/index.jsf ). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM.
Description of Services

Project 612-17-111, Renovate Bldg. 209 at McClellan. The project will be located at Veterans Administration Northern Health Care System, McClellan Park (Sacramento), California. Work shall include, but not limited to the following:
VA Northern California Health Care System, is planning the renovation of Building 209 located at 3230 Peacekeeper Way, McClellan Park, CA 95652. The General construction work includes the demolition of existing offices and restroom in the basement and the demolition of existing offices in first and second floors. New Offices and work stations will be built in the basement and the upper floors. In addition, basement restrooms will be renovated. The restrooms in the upper floor were recently renovated and are not part of this project scope. New fire protection system will be provided in all floors and sprinkler heads will be replaced with new heads in all floors.

Period of Performance (POP)
Renovation of Building 209
Phase I Basement Floor - West and Lobby: 18 weeks
Phase II First Floor West, Lobby and Second Floor West, Lobby: 18 weeks
Phase III First Floor East and Second Floor East: 18 weeks
Phase IV Basement Floor West and Lobby: 18 weeks

Total POP: 504 days

Interested vendors shall provide the following capability information to the Contract Specialist, Mr. Robert C. Parke, via e-mail at robert.parke2@va.gov no later than 4:00PM Pacific Standard Time on January 28, 2019:
(a)B Business Size (Large/Small)
(b)B Business Socio-Economic Status (SDVOSB, WOSB, 8(a), HUBZone, etc.)
(c) SAM record
(d)B DUNS number
(e)B Ability and experience in managing projects between $5,000,000 and $10,000,000. Include general information and technical background describing your firm's experience on contracts requiring similar efforts to meet the program objectives.
(f) Bonding Capability; per contract and aggregate. Provide amount of aggregate bonding currently available (i.e. amount not committed).
(g) Anticipated Teaming Arrangements (if any).
(h) List of Projects (Government and Commercial) that are similar is scope and size, including SF of project.
(i) Average price per square foot for each project identified under paragraph (h) above, using the total modified value of the contract.
Interested parties shall not submit more than 10 single-sided, type-written pages using 12-point font or larger. Published literature may be any number of pages.
The Government will use this information when determining its business type decision.
This Sources Sought Notice is not to be construed as a commitment by the Government. No contract will be awarded as a direct result of this announcement.
