Contractor shall completely prepare the areas indicated for renovation for building operations, including demolition and removal of existing equipment, and furnish labor and materials and perform work for the building modifications and upgrades to Renovate BLDG 1 Specialty Care Clinics, Project #631-17-100, at VA Medical Center, Northampton, MA. Work includes all labor, material, equipment and supervision to perform the required construction work on this project including but not limited to the following: demolition, roofing, general construction, alterations, and necessary removal of existing walls and ceilings, excavation, trenching, backfill, concrete slabs, pavement patching, protective bollards, and surface restoration including pavement, lawn and sidewalks, project hazardous materials remediation; selective demolition; wall and floor construction; new finishes including flooring, ceilings, and tile; handrails, doors, door reuse and replacement, hardware, electric operators and card readers; plumbing demolition and upgrades/modifications, HVAC upgrades, including new ductwork, HVAC units, chilled water system piping, steam, hot water system improvements; scheduling utility service outages; electrical demolition and making safe electrical equipment prior to removal, modifications to existing equipment, removing all existing interior and exterior lighting fixtures, new panelboards, lighting, wire and conduit, communication systems, devices, and related equipment; as well as all miscellaneous work as indicated on the drawings and in the specifications in accordance with terms, conditions, and wage rates.

The construction cost range for this project is between $5,000,000 and $10,000,000. The applicable NAICS code is 236220 and the size standard is $36.5 million. Award will be based on the lowest technically acceptable price to the Government. Evaluation factors will include price related factors as well as technical factor of management approach and past performance.

The solicitation package will be available on or about May 24, 2018. The date for receipt of offers is scheduled for June 27, 2018 at 3:00pm EST. All relevant solicitation documents, including specifications and drawings, may be accessed for download on the date of issue at the following website: http://www.fbo.gov. Any amendments to the solicitation will be posted solely to this web site. It is the responsibility of the offeror to verify the number of amendments issued.
All offerors must be registered in the System for Award Management (SAM) https://www.sam.gov/portal/SAM/#1. SDVOSB or VOSB firms must be verified by the Center for Veteran Enterprises (CVE) https://www.vip.vetbiz.gov//.
