PRE-SOLICITATION NOTICE-




Contractor shall completely prepare site and furnish labor and materials and perform work for project: Remodel 5th Floor, Project 589A4-18-187 and Renovate Vacated Dental Space, Project 589A4-18-102 as required by drawings and specifications for each project at the Harry S. Truman Memorial Veterans Hospital (HSTMVH), Columbia, MO. These two projects will be solicited together but obligated separately. The intent is one contractor will receive the award for both projects.

THE SCOPE FOR REMODEL 5th FLOOR:

General Scope: The Project will include approximately 22,826 square feet of the existing facility. The existing floor will be demolished with the attempt to keep as many existing walls as possible, keep the existing double egress doors and smoke barrier walls in their present location. The new renovated space will be designed with open office spaces, offices, lactation room, conference rooms, training rooms, men s and women s restroom, and storage. The Project design will allow multiple departments to be placed on the same floor as well as future expansion for other departments.

Project Phasing:
The 5th floor is to remain operational during the Project. To achieve this requirement, the Project has been designed to be constructed in three phases.
Infection control will be addressed during each construction phase by the Contractor. The Contractor will install infection control barriers. The infection control barriers must keep construction dust and debris from the rest of the department. The construction phase area will be negatively pressurized to keep contaminants from the department.

Program Design:
Phase 1 will include the partial renovation of the existing 5th floor. Spaces in Phase 1 will include the northern portion of the 5th floor, encompasses conference rooms, staff break room, and offices.
Phase 2 will include the partial renovation of the existing 5th floor. Spaces in Phase 2 will include the southern portion of the 5th floor, which encompasses classrooms, conference room, and offices.
Phase 3 will include the partial renovation of the existing 5th floor. Spaces in Phase 3 will include the central western portion of the 5th floor, which encompasses a waiting room and three offices.

SCOPE FOR RENOVATE VACATED DENTAL SPACE, PROJECT 589A4-18-102

Architectural
The project consists of a renovation project at the Harry S. Truman VA Medical Center in Columbia, MO. The scope includes interior demolition and renovation of the existing dental space on the first floor. The area of renovation is approximately 3,300 SF. Offices from the 3rd and 5th floor will be filling in the vacated dental space. Existing millwork and dental equipment will be removed along with selective demolition of walls. New flooring will be added into all the rooms. An existing bathroom will be renovated to comply with ABA standards.

Mechanical Design
The existing fire protection system shall be reworked to match the new floor plan. The spaces in the project scope will all be termed light or ordinary hazard, based on space use.
The mechanical portion of work will include reusing the existing supply and return mains from existing air handler AC-S11. Existing supply boxes will be replaced with new digital terminal units. New supply ductwork will be routed from the new terminal units to serve the new floor plan. New return ductwork and grilles will tie into existing mains. In the police office area, boxes are assumed to be updated already. Therefore, in the police office area, diffusers and ductwork will be rearranged as needed to serve the new floor plan. Hydronic piping will remain and will reconnect into the new reheat terminal units. Each terminal unit will have its own thermostat (existing boxes will have thermostats relocated if required for the new floor plan new boxes will have new thermostats).
The plumbing portion of work will include the design of one renovated restroom, consisting of one floor mounted sensor operated water closet and one wall mounted sensor operated lavatory, and three sinks. The design will also include the installation of a new drinking fountain to replace an existing drinking fountain in the corridor just outside of the project scope area. New fixtures will tie into existing water, waste, and vent lines in the area. There are multiple plumbing risers that serve upper floors that will need to be relocated due to existing walls being demolished. The risers are located in the new VS Lounge and Dispatch. The risers will be relocated to another wall and reconnected. The VA shall expect downtime for upper floors while risers are being relocated.
A new vacuum outlet will be added to the Tele Health and Speech (TEP Change) room. It will be tied into the vacuum line which serves Radiology.

Electrical Design
The electrical portion of work will include the removal of all existing electrical devices, lighting devices, lighting fixtures, conduit, conductors and low voltage cabling back to the source. Existing conduit and circuiting that is to remain shall be reworked as required to maintain circuit continuity.
New LED lighting fixtures will be installed throughout the remodel space. Automatic controls will be provided in all office, storage, restroom, and lounge type spaces. Light fixtures will be connected to existing lighting circuits which currently serve the space. All emergency egress and exit lighting shall be connected to the nearest life safety branch circuit or panelboard. Egress lighting will not have local or automatic controls. These fixtures will operate as night lights.
Receptacle layout will be as required by specialty equipment, in accordance with the VA design guides, and per user input. New branch circuits will be connected to existing panelboards which serve the current space to the maximum extent possible. No more than six receptacles will be connected to a single branch circuit.

Technology Design
Phone and data cabling will be routed back to the nearest existing telecom closet. Existing public address speakers will be removed. New Public address speakers will be installed in new ceilings and connected to existing amplifiers. Fire Alarm devices will be provided as required in the remodel space. New devices will be connected to the existing hospital Fire Alarm System. Additional head-end components will be provided as required to support the new devices. All instruments and telephone equipment shall be furnished by the VA.
Security devices will be provided throughout the remodeled space as desired by VA. New devices will be connected to the existing hospital Security and Access Control system.

The Estimated range to complete the 5th Floor Project is $2 million to $5 million and estimate range for Renovate Vacated Dental Space is $500,000.00 and $ 1 million.

Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project will be solicited as a Total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification Code (NAICS) for this procurement is 236220 (General Construction Contractors), with a small business size standard of $36.5 million.
Period of Performance for both projects together (5th Floor and Renovate Vacated Dental) is 300 calendar days from NTP. Renovate Vacated Dental shall be completed prior to beginning Phase 2 of Remodel 5th Floor.
This completion period includes final inspection and cleanup of the premises and completion of as-built drawings.

Award will be made utilizing the Best Value Lowest Price Technical Acceptable (LPTA) Source Selection Process in accordance with Federal Acquisition Regulation (FAR) Part 15. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions. The offeror is responsible to monitor and download any amendments from the Federal Business Opportunities (https://www.fbo.gov/) website, which will be issued to issue this solicitation.

In accordance with FAR 52.204-7, Required SAM and in accordance with Veterans Affairs Acquisition Regulation (VAAR) 802.101, VIP Registration, prospective contractors must be registered in SAM and in the VIP databases under the applicable NAICS. The solicitation package and drawings should be available for download on or about May 10, 2019 and the proposal due date will be on or about June 10, 2019.
An organized site visit will be scheduled, and the information will be made available at time of solicitation issuance. Only one site visit will be scheduled and interested offerors are highly encouraged to attend.
