This solicitation is designated a 100% HUBZone Small Business set aside. A single award acquisition will be made. The awardee must be HUBZone certified at time of award.



The project consists of two line items.



Line item one: The contractor shall furnish all supervision, labor, materials, tools, equipment, apparatus, and transportation required to renovate/reconfigure the interior IAW Drawings and Specifications contained in Section J, List of Documents, Exhibits and Other Attachments. Construction to include but not limited to removal and disposal of acoustic tiles throughout the facility and replace with new acoustic tiles; demo and relocate walls, repair and prep walls and paint interior; provide new commercial grade carpet and wallpaper. Existing carpet and wallpaper and glue to be removed and disposed of. Exterior and interior doors require painting or replacement. Repair by replacement HVAC and electric systems that are outdated and or failing.



Line item two: The contractor shall furnish all supervision, labor, materials, tools, equipment, apparatus, and transportation required to complete the construction of single-story 15' x 80' building addition to the southeast corner of existing CATM facility in conformity with contractual documents, specifications, and drawings contained in Section J, List of Documents, Exhibits and Other Attachments.



Funds are not presently available for this project. No award will be made until funds are available. The project site is located at the 910 Airlift Wing (AFRC), Youngstown Air Reserve Station, 3976 King Graves Rd, Vienna OH 44473-5931 (Trumbull County). The magnitude of this project is between $1,000,000 and $5,000,000. Total contract performance period is 270 calendar days from the date of receipt of the notice to proceed. The award will be a Firm-Fixed Price contract. The NAICS Code is 236220; the Size Standard is $36.5 million average annual receipts over the past three years. Paper copies of the solicitation will not be provided as these documents, which include the solicitation, drawings, and specifications, can be downloaded from FedBizOpps (FBO) at http://www.fbo.gov and should be available on or about 11 February 2019. As this is a federal construction project, the Construction Wage Rate Requirement applies. Once the solicitation is posted, it is incumbent upon the interested parties to review this posting frequently for any updates, changes, and/or amendments to any and all documents. The closing date for submission of offers is 14 March 2019 at 10:00 AM EST and will be contained in the solicitation package.



To be included on the Potential Prime, Subcontractor, and/or Supplier List, interested parties should identify themselves by registering on the Interested Vendors List (IVL) found on the FBO website. Contractors are advised that in order to receive an award as the prime contractor, they must be listed and active in the System for Award Management (SAM) database for the NAICS code 236220. Failure to register will disqualify a contractor from award should the contractor be selected, not registered, nor active at the time of bid opening. Contractors may register via the Internet SAM website at https://www.sam.gov. Registration may take up to three weeks to process. Recommend registering immediately in order to be eligible for timely award. Contractors are also advised that they must complete the Online Representations and Certifications Application or risk having their proposals declared non-responsive. Prime contractors, subcontractors and/or suppliers may attend the site visit which is anticipated to be February 26, 2019 @ 10:00. Meet at the Visitor's Center, Bldg. 102 (front gate), Youngstown Air Reserve Station, 3976 King Graves Road Vienna, OH 44473. A list of personnel to attend the site visit must be submitted by noon 25 February 2019 to Joshua Indorf on the employee data sheet listed under Section J, List of Documents, Exhibits and Other Attachments. All responsible sources may submit a proposal which shall be considered by the Air Force Reserves.
