This is a synopsis/solicitation for the purchase of annual subscription renewal.
The Internal Revenue Service (IRS) is renewing sole sourced annual subscription for the purchase of the 2019 print Bloomberg Law platform, including Bloomberg BNA tax content, for the IRS, Office of Chief Counsel, Library (hereafter IRS Counsel Library). The subscription renewal shall be with The Bureau of National Affairs, Inc, 1801 S Bell St, Arlington, VA, 22202-4506. The materials are copyrighted subscription services for legal requires electronic access to the Bloomberg Law platform, including Bloomberg BNA Tax content. Bloomberg Law is a brand specific, proprietary electronic tax and legal research database/platform. The Library requires this electronic access, because Bloomberg BNA has stopped issuing print subscriptions for tax titles that the Library has relied on for many years to assist in providing comprehensive tax and legal research to the attorneys and paralegals of the Office of Chief Counsel. This material includes graphical elements such as charts, pictures, graphs, mathematical/accounting formulas. This contract shall be for twelve (12) consecutive months in length. Period of performance is anticipated to be 08/27/2019 - 08/26/2020. NAICS code is 519130 Internet Publishing and Broadcasting and Web Search Portals. No solicitation shall be issued, therefore, such requests for solicitation shall be considered non-responsive. A determination by the Government not to complete this action base upon responses to this announcement is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. The request is submitted under the guideline of FAR Part 13, Streamline Acquisition Procedures (SAP). The procurement is other than small business, North American Industry Classification System code is 519130, and then other small business standard is 1000. This notice of intent is not a request for proposals. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Potential sources who believe they can provide the service listed above are invited to submit substantiating documentation in writing to mabel.wonodi@irs.gov. or tracy.holland@irs.gov no later than on Tuesday, July 23, 2019 at 12:00pm, EST. Information received will be considered solely for determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. Please note: A solicitation does not exist. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
