Renewable energy certificates (RECs) for the World Bank Group
The General Services Administration is requesting proposals for renewable energy certificates (RECs) for the World Bank Group, the International Finance Corporation, the Smithsonian Institution and possibly other agencies to meet environmental goals. For Pricing Group 1 (World Bank and IFC), the successful offeror will deliver the required RECs by May 31, 2017. For Pricing Group 2, the successful offeror will deliver the required RECs by October 31, 2017 and October 31, 2018 respectively. The solicitation requests pricing for a total of 112,490 MWhs of RECs for Pricing Group 1 and a total of 30,000 MWhs for Pricing Group 2 - 15,000 MWhs for each year. Of the Pricing Group 1 total, 16,783 MWhs will be in the form of RECs from solar resources. All of the RECs will come from new renewable, non-emitting resources that meet the definitions of the solicitation. The RECs will be Green-e certified. There will be two (2) separate pricing groups. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice and the synopsis. The Government intends to award a contract to the offeror that offers the lowest price per MWh for RECs and meets the solicitation's minimum technical requirements. Multiple awards are contemplated. Supplier technical and price responses to the solicitation are due no later than 11:00 a.m. on May 11, 2017. This procurement is being conducted on an unrestricted basis.
