This is a combined synopsis/solicitation for commercial items prepared in accordance with format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.


The solicitation 70LGLY18QGLB00054 is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-97. This procurement is a 100% Small Business set-aside and the associated NAICS code 238220 with Size Standard $15.0 M.


The Federal Law Enforcement Training Centers (FLETC) has a requirement for the following:


CLIN 0001: Remove and install Variable Frequency Drive (VFD) on Carrier Chiller Model: 19XRV5152448LCH84 in accordance with attached Statement of Work (SOW).

 SUBMISSION:

  The Offeror shall submit the following:

1.       Submit Technical Product Literature with VFD specifications.

2.       Submit proof as authorized service provider to perform maintenance on Carrier Chillers. 

3.             3.         The offeror shall submit firm-fixed pricing inclusive of all cost required by this solicitation.  Pricing shall include a breakout of Materials and Installation costs.

 Failure to provide all above elements will be determined as non-responsive offer.

 The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR Part 13 Evaluation Procedures to be used on the basis of award using lowest price technically acceptable approach. Evaluation criteria factors: technical, price. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.222-37, 52.222-40, 52.222-41, 52.222-50,  52.232-33.  The full text of the referenced FAR clauses may be accessed electronically at http://www.acqnet.gov/far. Offerors shall provide a statement of compliance with FAR 52.222-50, Combating Trafficking in Persons, requirements and confirm subcontractors will accomplish a statement of compliance upon award.  

Offeror must be registered in The System for Award Management (SAM) database before an award can be made to them. If the offeror is not registered in the SAM, it may do so through The System for Award Management (SAM) website at http://www.sam.gov.
