This Firm-Fixed Price Request for Quote (RFQ) is made using the procedures of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. Basis of Award: The National Park Service, Northeast Region (NER), New England Major Acquisition Buying Office (NE-MABO) intends to award a contract to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, considering only price and the price-related factors specified elsewhere in the solicitation.

Requests for the RFQ, the Specifications or Plans are directed to view the entire RFQ on the Governmentwide point of entry available via the Internet at https://www.fbo.gov/ using Keyword / Solicitation Number: 140P4319Q0030.

Award is restricted to small businesses in accordance with Federal Acquisition Regulation FAR 6.203, Full and Open Competition After Exclusion of Sources, Set-Asides for Small Business Concerns. The RFQ will be set-aside for 100% for Small Businesses under NAICS Code 237120 Oil and Gas Pipeline and Related Structures Construction with a Small Business Administration size standard of $36.5 million.

RFQ consists of construction services to furnish and install above ground fuel tank and remove underground fuel tanks. The Contractor shall furnish all labor, materials, equipment, tools, transportation services and supplies required to complete the work in accordance with the Contract Documents. U.S. Dept. of Labor, Construction Wage Rate General Decision Number: ME 20190008 shall apply.

The order of magnitude for this project is estimated to be between $100,000 and $250,000.

Quoters must have a DUNS number, be registered and active in the System for Award Management (SAM) http://www.sam.gov, and have completed their Online Representations and Certifications in SAM, in order to be eligible for award.

Interested quoters are urged and expected to inspect the site where the work will be performed prior to submitting a quote. An organized site visit is planned on July 17, 2019 at 10:00AM. A Pre-bid conference is not planned.

Electronic quote shall be accepted for this Request for Quotation. Facsimile quotes shall not be accepted. Quotes shall be emailed to cheryl_maison@nps.gov by the due date of July 31, 2019 at 2:00PM local prevailing time.

Any questions regarding this solicitation shall be submitted in writing via email to the Contract Specialist, Cheryl Maison, at cheryl_maison@nps.gov. Questions should be submitted no later than five business days prior to the due date.
