This solicitation is being issued as Request for Quote (RFQ).  Written quotes are being requested.  This is a solicitation for non-commercial services prepared in accordance with FAR Part 13, Simplified Acquisition Procedures as supplemented and FAR Part 36 Construction and Architect-Engineer Contracts with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested.  This is a solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City (EAD-KC), 601 East 12th Street, Room 1734, Kansas City, MO 64106.

 
Contractor shall provide all materials, labor, equipment and supervision to complete removal of the existing two (2) 3 ton split unit air conditioning systems and replace with two (2) new 8 ton air conditioning heat pump systems for the Northeast Fisheries Science Center located in Woods Hole. 

DESCRIPTION OF WORK: 

1.    The NMFS Woods Hole laboratory is replacing two 3 ton Air Conditioning (A/C) ductless split unit systems with two new 8 ton A/C Heat pump units in Bldg. 16,  Data Management Systems (DMS) Information Technology (IT) Server Room 201.

2.    The contractor shall be fully knowledgeable of all requirements of the contract documents and shall make themselves aware of all job site conditions that shall affect their work.  Contractor shall verify all dimensions and equipment, prior to submitting quotation.

Completion time for this project is no later than sixty (60) days after receipt of award. This is a total small business set-aside. Estimated Construction magnitude is between $25,000.00 and $100,000.00.

This RFQ and the following incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-99.  This procurement is a 100% small business set-aside and the associated NAICS code is 238220 with a size standard of $15M employees.  Department of Labor wage rates are applicable to this requirement and can be obtained at http://www.wdol.gov or upon request for Barnstable County, MA.  The place of acceptance is NOAA Northeast Fisheries Science Center (NEFSC) located in Woods Hole, located at 166 Water St., Woods Hole, MA 02543.  All responsible sources may submit a bid, which will be considered by the agency.

EAD-KC requires that all contractors to be eligible for award, the quoter must be registered in the System for Award Management (SAM.gov) database and complete the “Core Data”, “Assertions”, “Representations and Certifications”, and “Points of Contact”.  No award can be made to a company not registered in SAM.

PRICE/QUOTE:

The Government will issue a purchase order resulting from this Request for Quotation (RFQ) to responsible offeror whose quotation results in the best value to the Government considering both price and non-price factors considered.  All evaluation factors other than cost or price, when combined, are significantly more important than cost or price.
