This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 70B03C19Q00000103, and is issued as a request for quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2019-02. The associated North American Industrial Classification System (NAICS) code for this procurement is 562910. This requirement is a total small business set-aside with a small business size standard of $20,500,000.00 average annual receipts.

All qualified offerors may submit bids. The Government anticipates a single award of an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Remediation services to extract and decontaminate illegal contraband/narcotics from within hazardous waste materials found in commercial transportation vehicles at Border Patrol Checkpoints in the South Texas area as a result of this request for quote.


Eligibility: All prospective offerors must have a Data Universal Number (DUNS) and be actively registered in the System of Award Management (SAM) website (http://www.sam.gov) and must have valid Representations and Certifications, which is also updated via the SAM database.


Submission Instructions: 1. Offerors must submit their proposal in accordance with the attached Statement of Work, and applicable clauses, on their company letterhead, with pricing on Attachment 1 - CLIN Pricing for the Base period and each Option Year period. 2. Provide DUNS number, and Tax ID number. 3. Provide proof of applicable certifications and/or licenses to handle and dispose hazardous materials in the state of Texas; OSHA; U.S. Federal Motor Carrier Safety Administration Standards and U.S. Department of Transportation regulations. 4. Past Performance: Offerors must submit at least 2 performance surveys (attached) of prior related work.


Sellers must also include their company's technical capabilities with their offer. This information is REQUIRED in order for a sellers bid to be deemed 'responsive' and to be considered for award. FAR 52.211-6.

Award Criteria: An award will be made to a responsive offeror (who submits all required submissions on time), whose past performance does not pose a risk to the Government, and whose offer is the Lowest Price Technically Acceptable (LPTA). An offer is technically acceptable if its technical capabilities conform to the Government's Statement of Work, and has satisfactory past performance.


The Government may determine that an offer is unacceptable if the option year prices are significantly unbalanced. The Government is not required to exercise the option years.


Shipping: Origin for both locations listed on the Statement of Work.
Bid MUST be good for 30 calendar days after close of solicitation.


Questions: Interested offerors must submit questions concerning the solicitation no later than 3 business days after the solicitation is released by 4:00pm C.S.T. This will allow the Government to respond timely to questions prior to expiration of the solicitation. Questions received after the deadline will not be considered.


Submission Deadline: July 1, 2019 by 4:00 p.m. Central Standard Time. Quotes/Offers to include any supporting documentation may be submitted by e-mail to: david.torres@cbp.dhs.gov . Offers not received timely, may not be considered. Responses/offers shall be limited to no more than 50 pages.
