 PURPOSE:

This Sources Sought Synopsis (SSS) is in support of market research being conducted by the United States Air Force (USAF).  This market research is being conducted to increase competition for this requirement by identifying potential sources and to gauge small business interest to determine whether or not this requirement can be satisfied with a Small Business Set-Aside.  Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards.  The government will not reimburse participants for any expenses associated with their participation in this survey.

The Government will use the information gathered through publication of this SSS to determine the best acquisition strategy for this requirement.  The Government is interested in all potential sources including Small Businesses, Small Disadvantaged Businesses, 8(a) businesses, Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses, Women-Owned Small Businesses, etc.


Potential sources shall be capable of furnishing all labor, materials, facilities and equipment required to accomplish the overhaul/re-manufacture of the item(s) listed below.  Generally, the work to be accomplished includes disassembly, cleaning, inspection, assembly, testing, preservation, and packaging to return an unserviceable asset to a like-new condition.  Additionally, potential sources may be responsible for supply chain management, logistics planning, forecasting production requirements, long-lead time parts procurement, diminishing manufacturing sources and material shortage issues, and shipping serviceable assets.

Requirement Information: 

The Air Force intends to ensure the continued viability of the AGM-86B ALCM navigation, guidance, and control system. A comprehensive Service Life Extension Program (SLEP) is contemplated to ensure uninterrupted reliability and sustainability of the INE. The scope for this SLEP should encompass an adequate amount of effort required to reinstate the INE to 'like new' performance parameters and address all (if any) age related component fatigue issues that would prevent the INE from attaining originally specified mean time before failure (MTBF) rates. It is the Government's expectation that this effort will be completed with the maximum possible amount of DoD inventory sourced navigation, guidance, and control devices components. Components not available through Government Furnished Property (GFP), must verifiably conform to the original technical specifications. Original nuclear certification and hardness critical item compliance must be adhered to at all times. Delivery of up to 550 'like new' performing INEs should be complete by CY26.
