NOTICE TYPE: Sources Sought Synopsis
SUBJECT: Professional Relocation Services for the U.S. Department of Energy (DOE)
SYNOPSIS: This announcement serves as a Sources Sought synopsis issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. This Sources Sought is issued solely for information and planning purposes and does not constitute a solicitation nor is this notice a request for quotation. The Department is NOT requesting a quote or proposal in response to this synopsis. The DOE is issuing this synopsis to identify small business concerns having an interest in providing professional relocation services to the Department of Energy?s Headquarters and the field offices across the United States and Internationally.
Specifically, the contractor will provide (1) The DOE Office of Chief Financial Officer with specialized professional relocation services which include: DOE-wide employee relocation services (domestic and international), and home sales services (domestic) for employees; (2) moving management services; (3) property management services; (4) home marketing assistance (working with the real estate agent selected by the transferee to provide real estate advice to the transferee, develop a marketing strategy, recommend repairs or improvements); (5) destination area services (home-finding assistance, area counseling, mortgage financial counseling, rental assistance, temporary housing assistance, spouse-employment assistance, home inspection); (6) alternative programs such as Buyer Value Option (BVO); (7) have relevant experience and past performance with international relocations; and (8) expertise in relocation services issues surrounding the government procurement and contracting process is vital.
In addition, the contractor will provide the following services (1) in compliance with Government regulations and procedures, all labor, materials, supervision and resources to provide management of household goods shipment (domestic and international).
For the purpose of this acquisition, the North American Industrial Classification System (NAICS) codes are as follows:

The DOE is preferably seeking vendors who have a GSA Schedule. However, vendors who do not have a GSA Schedule are encouraged to submit a capability statement. The DOE is looking to issue a Blanket Purchase Agreement (BPA) type of contract for this requirement.
Vendors from the following socioeconomic concerns are encouraged to respond to this notice. ?    8(a) Business ?    Economically Disadvantaged Woman-Owned Small Business ?    Emerging Small Business ?    Historically Underutilized Business Zone (HUBZone) ?    Partial Small Business ?    Service-Disabled Veteran-Owned Small Business ?    Total Small Business ?    Woman-Owned Small Business (WOSB)
THERE IS NO SOLICITATION AT THIS TIME. Interested parties shall submit a tailored capability statement that demonstrates the expertise in providing professional relocation services for a large organization with locations in the U.S and Internationally. Tailored Capability Statements shall demonstrate a vendor has a clear understanding of all tasks specified. Prospective small businesses are requested to submit a capability statement that (1) identifies the prospective contractor (business name, business size (i.e., 8(a), HUBZone, etc.), point of contact (including email address), telephone number, and identify the business nature of the proposing entity; (2) describes the prospective contractor?s capabilities, relevant experience and resources to perform a contract of the size and complexity of which is the subject of this requirement; and (3) includes potential subcontractors and information relative to the prospective partner/subcontractor experience and capabilities.
Interested parties are requested to submit a capability statement, limited to no more than 20 pages, no later than 12/19/2014 at 4:00 P.M. EST. This request for capability statement does not constitute a request for proposals. Submission of any information in response to the market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred. This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. A solicitation is tentatively scheduled to be issued in February 2015.
This synopsis neither constitutes a Request for Proposal or Bid, nor does it restrict the government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the government for any purpose.
