Relocate Step Down Unit P/N: 589-402
PRESOLICITATION NOTICE
Contractor shall completely prepare site and furnish labor and materials and perform work for Relocate Stepdown Unit (589-402) as required by drawings and specifications at the Harry S. Truman Memorial Veterans Hospital (HSTMVH), Columbia, MO.
PROJECT OVERVIEW:
The project will relocate the medical beds from the 4th floor Step Down Unit (4SDU) to a remodeled space on 3rd floor (approximately 11,000 sq ft) and expand the number of beds to 14. The hospital's auditorium on 3rd oor will be lled in to create approximately 2100 sq. ft. of new building space. The remodeled space will upgrade all utilities and incorporate patient privacy standards including bathrooms and bariatric considerations.
The new Step- Down Unit will include 14 modern patient rooms with private toilet
and sink in room. Rooms are arranged around a U-shaped unit of the third floor
offering natural light and views from the rooms. Rooms not located on the
exterior wall will have access to natural light by means of a new sky box bringing light
in through the roof. All rooms will have overhead lifts to provide safe movement
of patients from the bed and around the rooms.
The project provides a new air handler which will serve the entirety of the 3rd floor
south area of the building and the renovated chapel/multipurpose space on the
2nd floor. Heat and cooling are supplied by central plant and all ventilation is
through new air handler venting to the room above part of the 3rd floor.
Infill of the floor above the existing auditorium will allow for the renovation of the
space into a refinished space serving as both a relocated Chapel and multipurpose
room. Storage for chaplain services is provided around and specified altar area
while separate storage is supplied for use of space as an auditorium for Hospital
presentations and events.
The project cost range is between $5,000,000 and $10,000,000. The North American Industry Classification Code (NAICS) for this procurement is 236220 (General Construction), with a small business size standard $36.5 million. This solicitation is SDVOSB Set-Aside. A responsible quoter is one whose offer conforms to the solicitation and will be most advantageous to the Government. The estimated completion period for this work is 419 calendar days after notice to proceed. This completion period includes final inspection. Award will be made utilizing the Best Value Lowest Price Technical Acceptable (LPTA) Source Selection Process in accordance with Federal Acquisition Regulation Part 15. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions. The offeror is responsible to monitor and download any amendments from the Federal Business Opportunities (http://www.fedbizopps.gov) website, which may be issued to this solicitation. In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, Veterans Affairs Acquisition Regulation (VAAR) 802.101, VetBiz Registration, prospective contractors must be registered in Central Contractor Registration (SAM) and in the VetBiz databases under the applicable NAICS. The solicitation package and drawings should be available for download on or about July 29, 2019 and the proposal due date will be on or about August 28, 2019. An organized site visit will be scheduled, and the information will be made available at time of solicitation issuance. Only one site visit will be scheduled and interested offerors are highly encouraged to attend.
