The National Park Service has a requirement for the following project.  If you are interested, please submit your detailed capabilities in WRITING to demonstrate same or similar experience.  This is not a request for proposal or invitation to bid.  No proposal package, solicitation, specification or drawings are available with this announcement.  Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources-sought announcement or any follow-up information requests.  If you choose to submit a package, clearly identify the park and project on your package (DETO 252588/231772; Rehabilitate the Visitor Center’s Sidewalks, Primary & Overflow Parking and Primary Trailhead Areas) and identify your socioeconomic status (8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, and Small).

 

Your email capability information MUST be 6 pages or less and be SPECIFIC to the scope provided.  You must also provide a letter from your bonding company verifying your bonding levels.

 

Your response is due no later than 4:00 pm Mountain Time on April 01, 2019. 

 

The Government anticipates conducting a competitive acquisition for this requirement.  The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.—see 13 CFR 121.108.)  Misrepresentation of size status can result in penalties.  All firms should be registered and certified in www.SAM.gov.

Devils Tower National Monument

Rehabilitate the Visitor Center’s Sidewalks, Primary & Overflow Parking and Primary Trailhead Areas

Estimated Cost Range: $1 million - $5 million

Estimated Period of Performance: Dec 2019 to Dec 2020

 

Project Description

This project will redesign the existing unpaved visitor center parking area (approximately 26,500 SF) as a formalized paved parking area with new interpretive signs (fulfilled in another project PMIS# 231772), regulatory markings, and accessibility-compliant features. 1,900 linear feet of concrete walkways of the visitor center, tower trail, climber kiosk grounds, and maintained landscapes will be replaced with new concrete walkways that will meet accessibility compliance standards and better accommodate increased levels of visitation. 3,171 SF of The Tower Trail will be replaced with a widened, handicap-accessible walkway, and the Y plaza on the Tower Trail will be replaced and it will also have accessibility compliant features. Day-use areas will be improved with new fixtures and amenities such as accessibility-compliant walkway and benches. An interpretive plaza (approximately 4,800 SF) will be constructed as part of the accessible trail with new fixtures to accommodate larger groups and provide access. The visitor center long RV paved parking area (approximately 5,000 SF) will be replaced with formally designated and accessibility-compliant bus loading and unloading zones.

The outdated climber registration restrooms will be rehabilitated to include accessibility-compliant features in order to meet current accessibility compliance standards. The visitor center interior will be rehabilitated to accessibility standards with additional finishes for visitor enjoyment.

Any grounds disturbed during construction, remodeling, or realignments will be analyzed for adverse environmental impacts and re-vegetated to meet NEPA compliance standards

The purpose of this work is to address the large volume of vehicles and pedestrians in a very condensed area and implement a range of solutions that will improve the safety and visitor experience. This project will address the Monument’s number one critical need and allow the Monument to move forward in a realistic corrective action plan.

****Firms interested in the project should possess the following specialized skills and experience and address these specialized skills and experience in their responses to this Notice.

 

1)      Experience in the construction of similar complexity and size projects including construction of vault toilets, paving roads, paths and parking areas; restroom buildings; dry laid and mortared rock retaining walls, and site development, preparation for installation of wayfinding and exhibit features.

2)      Experience managing visitor and traffic management in heavy use areas.

3)      Experience preparing construction phasing plans

4)      Experience managing multiple subconsultants

5)      Experience working in a similar environment, including:

a.       Working adjacent to other contractors working on different projects

b.       Responsibility for the protection of cultural and natural resources

c.       Responsibility for Architectural Barriers Act (ABA) compliance both interior and exterior.

d.       Experience working in cold weather conditions with snow and ice accumulations and in areas of high ground water

e.       Experience working in remote area where material deliveries and worker commutes are difficult.

 

Bonding Capability
Interested firms MUST provide a letter from their bonding company to confirm their bonding capacity.
