The National Park Service has a requirement for the following project. If you are interested, please submit your detailed capabilities in WRITING to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. If you choose to submit a package, clearly identify the park and project on your package (YOSE Rehabilitate El Portal Sanitary Sewer-Phase 2) and identify your socioeconomic status (8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, and Small). The Government anticipates a total small business set-aside procurement.

Your email capability information MUST be 10 pages or less and be SPECIFIC to the scope provided. You must also provide a letter from your bonding company verifying your bonding levels.

The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.-see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. All firms should be registered and certified in www.SAM.gov.

Rehabilitate El Portal Sanitary Sewer - Phase 2

Project Description
General: The National Park Service (NPS), Department of Interior, is seeking responses from construction contractors who have the capability and interest in a single construction contract for the rehabilitation of a sanitary sewer collection system adjacent to the boundary of Yosemite National Park, California. The construction project comprises the rehabilitation of the sewer collection system at the
Yosemite Park Administrative Area in multiple locations within the vicinity of the town of El Portal, located approximately sixty-six (66) miles northeast of the city of Merced via CA Highway 140.

Details: This project is the second phase in the rehabilitation of the existing sanitary sewer collection system within NPS Administrative area adjacent to Yosemite National Park boundary. The work includes, but may not be limited to:
1. The removal and replacement of multiple 6-inch and 8-inch residential sewer mains and service laterals;
2. Installation of some of the mains involve tying into to the existing 15-inch trunk main; and demolition and replacement of a portion of the existing trunk main including a new metering & sampling manhole;
3. Installation of open cut trenching sewer replacement of collector mains and service laterals;
4. Use of trenchless pipe bursting pipe replacement techniques;
5. Installation of trenchless cured-in-place sewer pipe linings (CIPP);
6. Use of trenchless directional drilling replacement techniques;
7. New manhole construction, and rehabilitation of existing manholes, including epoxy lining manhole repairs;
8. Abandonment of existing sewer mains and laterals and filling with cement grout slurry;
9. Demolition, replacement, and specific rehabilitation of facilities related to two lift stations, associated electrical equipment and controls; and associated force mains; and installation of a concrete emergency overflow storage structure;
10. Wastewater Treatment Plant (WWTP) entrance sewer improvements, including installation of new sewer pipe & manholes, realigned water piping, thrust blocks, and data and electrical wiring to the WWTP control system, and associated SCADA programming;
11. Installation of temporary wastewater bypass pumping and piping at multiple locations during sewer, manhole, and lift station replacement work;
12. Roadway curb and driveway approach construction;
13. Full-width roadway milling regrading and repaving of specific road segments;
14. Inventory of surface improvements at each service lateral to be replaced, and preservation or restoration of all surface improvements (residential yards include driveways, walks, walls, landscaping, outbuildings, gardens, etc);
15. CCTV inspection of completed sewer line and manhole repairs; and
16. Revegetation and surface restoration; SWPPP BMPs, and tree and resource protection, as required.


The work is to be performed at four locations: Old El Portal, the Trailer Court, Rancheria Flats, and at the Wastewater Treatment Plant entrance sewer - from multiple construction staging areas. Work will need to proceed concurrently at multiple sites. The contractor will be required to:
•Provide and maintain a construction schedule, and manage and coordinate a project sequencing plan, and coordinate with park staff and neighborhood residents,
•Develop a Health and Safety Plan and Quality Control Program, per the project documents,
•Procure all required third-party testing, and
•Develop and provide as-constructed drawings, and create operations and maintenance data.


Required Capabilities and Evaluation Criteria:
Contractors should address the following criteria in their capability statements:


1) Experience performing the following work:
a) Demonstrate experience with general civil construction, sewer utility, rock excavation, wastewater lift station rehabilitation, and wastewater treatment facility repairs and rehabilitation.
b) Demonstrate experience with open cut trenching, pipe bursting, cured-in-place pipe, and directional drilling pipe replacement techniques for sewer pipe replacement and/or upsizing, and familiarity with related processes and equipment, a working knowledge of related testing, and inspection procedures related to each of the techniques.
c) Demonstrate experience with 24/7 wastewater (sewer) bypass pumping.
d) Demonstrate experience with roadway milling, regrading, and paving; and constructing curbs and driveway aprons to direct storm water.
e) Demonstrate experience constructing within restricted work areas, built-up areas, and neighborhoods occupied year-round, and associated roadway traffic control/detours; and phasing to accommodate the daily activities of residents and visitors.
f) Demonstrate experience working adjacent to areas of natural resource significance, including a wild and scenic river way; and work adjacent to areas of prehistoric, historic and cultural resource importance.


2) Relevance of Project Experience to the YOSE 158675B Sewer Rehabilitation Project
a)Demonstrate experience with projects requiring the use and coordination of various specialty civil construction and rehabilitation methods.
b)Demonstrate experience with projects in a remote location, involving challenging project coordination and sequencing, work in multiple locations, and in heavily used areas, and the requirement to keep the existing sewer system operational, and maintaining access.


Demonstrate experience with projects involving challenges associated with work in heavily utilized and highly visible National Parks and/or other park settings, and in ensuring public safety adjacent to active construction areas, while reducing impacts on residents, businesses, and visitors.
