THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. No reimbursement will be made for any costs associated with providing information in response to this synopsis or on any follow up information. NO SOLICITATION IS CURRENTLY AVAILABLE.

The purpose for this synopsis is to conduct market research to help identify capable, potential sources and to establish if this requirement can be set-aside for small business or other socioeconomic programs to include: Small Business, 8(a) firms, Historically Underutilized Business Zones (HUBZone), Women-Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Service-Disabled Veteran Owned Small Business (SDVOSB). Those aforementioned programs are highly encouraged to respond.

The synopsis and solicitation, if issued, will be made available on FedBizOpps (http://www.fbo.gov) under this solicitation number. It is the potential offerors responsibility to monitor FedBizOpps for issuance of any future solicitation that may result from this Sources Sought Synopsis. The estimated, anticipated posting date of the solicitation will be sometime in late July / early August 2017.

The resulting solicitation and contract will be firm-fixed-price (FFP). In accordance with FAR 36.204, the disclosure of the magnitude of construction is between $250,000 and $500,000.


GENERAL INFORMATION:

The U.S. Fish and Wildlife Service (USFWS) Contracting and General Services (CGS) Region 1 has been tasked to solicit for and procure a Design-Build (D-B) to Rehab the Shop Maintenance Yard at Hanalei National Wildlife Refuge - Hanalei, Kauai, Hawaii.

The purpose of this project is to rehabilitate the existing shop yard. New construction includes an aboveground duel fuel storage tank and dispensing system and a covered heavy equipment wash down station. The project site has paved roads with good site access. The Government will provide the contractor with an onsite storage area during construction.


THE WORK CONSISTS OF:

Work shall include but not be limited to the installation of a new aboveground duel fuel (i.e. 250g gasoline / 750g diesel) storage tank (AST) fueling dispensing system and associated electrical; decommissioning and disposal offsite of the existing AST fueling station along with any required remediation; decommissioning of the existing oil/water separator (OWS) in-place; installation of a new pre-engineered metal building covered equipment wash down station (approximately 30 feet x 40 feet in size) and related concrete pad; environmentally-compliant discharge of wash down water; concrete retaining wall; final grading; placement of new aggregate base course.


RESPONSE SUBMISSION REQUIREMENTS:

Responses to this synopsis shall be limited to five (5) pages and at a minimum, shall include the following information for each firm:

1. Name and Address;
2. Point of Contact Name, Phone Number and Email Address;
3. CAGE Code and Unique Entity Identifier (i.e. DUNS) Number (if applicable);
4. Interest in Working as a Prime Contractor, Subcontractor and/or Joint Venture;

5. Capabilities: Firms shall demonstrate their ability to meet the requirements under GENERAL INFORMATION and THE WORK CONSISTS OF;

6. Business Size Based on the Listed NAICS Code, as well as any Socioeconomic Categories (Small Business, 8(a), HUBZone, WOSB, EDWOSB and SDVOSB).

Responses will be shared within the Governments project team, but otherwise will be held in strict confidence.

Interested firms shall respond to this synopsis no later than 1:00 PM Pacific Daylight Time (PDT) on May 31, 2017. All responses shall be submitted electronically to the Contracting Officer, Mr. Michael Stearns (michael_stearns@fws.gov).
