Regional Economic Opportunity Study: Shell Pennsylvania Chemicals Impact in Northwest Pennsylvania
A.Purpose
Northwestern Pennsylvania Regional Planning and Development Commission seeks to understand the potential economic opportunities associated with Shell Pennsylvania Chemicals in Monaca, Beaver County (Pennsylvania). Shell Pennsylvania Chemicals announced their "Final Investment Decision" in June 2016 and initiated construction of the multi-billion polyethylene manufacturing complex in 2017. Production of high density (HDPE) and low linear density polyethylene (LLDPE) is slated for 2022. This site is near Northwest Pennsylvania and the region anticipates some direct and/or indirect job growth from the investment.
This Request for Proposal (RFP) is to contract for a "Regional Economic Opportunity Study" focusing on the potential economic impact of Shell Pennsylvania Chemicals on Northwestern Pennsylvania - including, Clarion, Crawford, Erie, Forest, Lawrence, Mercer, Venango and Warren counties.
Shell Pennsylvania Chemicals plant represents an estimated $6 billion petrochemical n investment in Beaver County, Pennsylvania. The Northwest Commission is requesting that consultants responding to this RFP analyze the potential economic impact of Shell Pennsylvania Chemicals on Northwestern Pennsylvania. Our Scope of Work will provide a detailed description of the types of information we are interested in receiving through our study.
