USAID Regional Development Mission for Asia (USAID/RDMA) is posting this Request for Information (RFI) to collect details concerning the interest, capability, and market information related to the enclosed concept note entitled "Regional Innovation Mechanism"; to provide public information to any parties interested in USAID's support for encouraging a more collaborative, participatory innovation ecosystem across Asia; and to gather comments on the scope and realism of the proposed activity. The information contained within this RFI may change significantly during the Mission's strategic design processes, consultations, and final approval processes. Issuance of this RFI does not represent a commitment to subsequently issue a solicitation. In addition, any information collected through this RFI may or may not be used to help guide thinking about the design of a potential future program.


THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposals, a Request for Quotations, an Invitation for Bids, a Solicitation, or an indication that USAID/RDMA will contract for the items contained in this RFI. This RFI is being issued for information and planning purposes only and is an attempt to determine industry capabilities and interest in providing open innovation related services to USAID Missions in Asia.


In accordance with FAR 15.201(e), responses to this RFI will not be considered as offers and therefore cannot be accepted by the U.S. Government (USG) to form a binding contract. Responses to this RFI are strictly voluntary and responders are solely responsible for all expenses associated with responding to this RFI. USAID will not provide answers to any questions submitted in response to this request. However, USAID will acknowledge receipt of responses received as a result of this RFI. USAID/RDMA may host a public open house and webinar at a later date in Bangkok to facilitate open discussions with interested parties. An amendment to this RFI will include details regarding this planned event. A recording of the webinar will be posted publically after the event.


If a solicitation is issued, it will be announced on the Federal Business Opportunities website (http://www.fbo.gov) at a later date, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement. It is the potential applicant's responsibility to monitor these sites for the release of any further information. Responding to this RFI will not give any advantage to any organization in any subsequent procurement.


Instruction for Submitting a Response


Responses to this RFI are due on October 21, 2015, 9:00 AM, Bangkok time. Responses should be no more than five (5) pages in length; USAID values concise, issue-specific responses. Responses to the RFI must be written in English, shall use only 8.5" x 11" paper, single spaced, and 11pt font. Number each page consecutively.


USAID is not seeking technical or cost proposals at this time; do not submit a full proposal as these will be discarded. Responses may be shared unless labeled as "confidential". Proprietary information should not be sent. In addition to input on the content of the concept note, respondents may include self/organization information, including past experience working in the subject area and experience working with other stakeholders (such as innovators, business incubators, innovation accelerators, impact investing firms, and others).

Aponte, Regional Contracting Officer at maponte@usaid.gov with the subject title "Request for Information (RFI): SOL-486-16-000001: Regional Innovation Mechanism", no later than the date/time stated above. You will only receive an electronic confirmation acknowledging receipt of your response, but will not receive individualized feedback on any suggestions. No basis for claims against the U.S. Government shall arise as a result of a response to this Request for Information or from the Government's use of such information. Specific questions about this RFI should be directed only to the email addresses identified above.
