The Houston-Galveston Area Council (H-GAC) is seeking consultant services for the development of a comprehensive goods movement system plan for the eight-county Houston region. Funding for this study is provided by the 2009 American Recovery and Reinvestment Act (ARRA). The firm will be required to analyze, evaluate and report goods movement system needs and issues. The regional goods movement plan will also provide strategies to grow goods movement capacity, increase regional economic competiveness and increase goods movement employment opportunities. The central goals of the plan are to enhance regional freight mobility, develop a safe and efficient goods movement system and mitigate goods movement system impacts where possible.
