THIS IS A COMBINED PRESOLICITATION SYNOPSIS/SOLICITATION NOTICE. The Naval Facilities Engineering Command (NAVFAC) of Washington, DC 20374 intends to award a single, firm-fixed-priced Indefinite Delivery Indefinite Quantity (IDIQ) as a Competitive 8(a) set aside, using FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation.
The award will be for Regional 8(a) Custodial Services in accordance with the attached draft Performance Work Statement (PWS), Attachments, and Technical Exhibits, on behalf of the Public Works Department (PWD) Washington; PWD South Potomac; PWD Patuxent River; and PWD Annapolis for. The estimated Period of Performance of one 12-month base period and four 12-month option periods as follows:
Base Period 01 October 2018 b 31 September 2019
Option Period 1 01 October 2019 b 31 September 2020
Option Period 2 01 October 2020 b 31 September 2021
Option Period 3 01 October 2021 b 31 September 2022
Option Period 4 01 October 2022 b 31 September 2023
A no-cost 60-day phase-in period from 01 August 2018 through 31 September 2018 is required for transitional and administrative actions.
Attached is the draft solicitation, with a response date of March 28, 2018. The anticipated posting of the final solicitation is on or about March 14, 2018.
This requirement will be set-aside for 8(a) Small Business vendors only under North American Industry Classification System (NAICS) code 561720, Janitorial, with size standards of $18 million. To be eligible to compete for 8(a) set-aside awards, the contractor must be certified as a Small Business Administration (SBA) 8(a) firm in accordance with SBA regulations.
Attached is the draft Solicitation, Standard Form 1449, with the Performance Work Statement incorporated, with additional information; see attachments. See the solicitation for the site visit and additional information.

Potential Offerors are responsible for monitoring FedBizOpps for release of the solicitation package and any amendments.
No paper copies will be issued. When the solicitation is posted, it is incumbent upon the interested parties to review the aforementioned site regularly for any updates/amendments to this solicitation.

The small business size standard is $18 million.
The anticipated closing date for this solicitation will be on or about 28 March 2018 at 2:00 PM Eastern Standard Time.
All interested and responsible 8(a) entities may submit a proposal that will be considered by the NAVFAC Washington. Proposals are due by March 28, 2018 by 2:00 p.m. EST. 8(a) contractors submitting a proposal must also have a Cage Code and be registered in the System of Award Management (SAM) at https://www.sam.gov in order to receive an award for this procurement.
