SYNOPSIS / SOLICITATION:
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued.


The solicitation number for this acquisition is W912DQ-17-R-1025 and it is being issued as a Request for Proposal (RFP). Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-84.


This RFP shall be set aside for small businesses and the associated North American Industry Classification system (NAICS) code is 562111 and the business size standard is $38,500,000.00.


Far 52.212.1 Instructions to Offerors- Commercial does apply to this acquisition with no addenda to the provision.


Far 52.212-2 Evaluation- Commercial items, does apply to this acquisition. In accordance with FAR 13.106-1 the following factors shall be used to evaluate offers: (1) Past Performance, (2) Relative Experience, and (3) Price. The contract award will be made to the offeror that is most advantageous to the Government. The Government reserves the right to award to an offeror providing other than the lowest price offer based on the technical merits of the offeror's proposal.


Each area under this solicitation will be evaluated separately and all offerors proposing to a particular area will be evaluated relative to each other for that specific area only.


Offerors must include a completed copy of FAR 52.212-3, Offeror Representation and Certifications- Commercial Items with their offer. The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at https://www.sam.gov/portal . If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.


FAR 52.212-4, Contract Terms and Conditions- Commercial Items, does apply to this acquisition with no addenda to the provision.


FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items, applies to this acquisition. These specific clauses required are detailed in Section 1 of this combined synopsis/solicitation.

In accordance with FAR 52.212-1(k) the prospective awardee shall be registered and active in the SAM web site located at https://www.sam.gov/portal . The final date to submit questions is ten (10) days prior to the due date of the synopsis/solicitation.
