SOURCES SOUGHT SYNOPSIS
REFURBISHMENT OF FIFTH WHEEL TOWING RECOVERY DEVICE AND TILT DECK RECOVERY TRAILER

DESCRIPTION OF EFFORT: The United States Army is issuing this sources sought as a means of conducting market research to identify prospective sources having an interest in and the resources to support a requirement for:


1. Refurbishment of four (4) Fifth Wheel Towing Recovery Device (FWTRD) (NSN 2510-01-560-3567), which includes disassembling to stage one (1) production configuration, sandblasting all painted surfaces as original production, preparing, priming and painting to original specifications, and inspection, reassembling and replacing any damaged or deficient parts; and


2. Refurbishment of four (4) Tilt Deck Recovery Trailer (TDRT) (NSN 2330-01-596-6932), which includes inspection and replacement of necessary consumable parts, to include the removal of axle assembly for inspection of the slide pads and rubber air hoses; replacement of the air lift and level bags; removal and replacement of 13 tires per system; repacking wheel bearings and seal replacement; removal of all side extension drawers; removal of 102 retaining bolts to clean, re-lubricate and reinstall; touch up paint in reworked areas; and inspect and repack Basic Issue Items (BII) as needed.

PROJECTED PERIOD OF PERFORMANCE: Oct 2018 - Sep 2019


THERE IS NO SOLICITATION AT THIS TIME. The result of this market research will contribute to determining the method of procurement. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred.

(7) Tailored capability statements addressing the particulars of this effort to include ability to meet the projected period of performance, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The information submitted is limited to 3-5 pages.

The government will evaluate market information to ascertain potential market capacity to:


(1) Provide services consistent in scope and scale with those described in this notice and otherwise anticipated;


(2) Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements;


(3) Implement a successful project management plan that includes: meeting projected performance schedule, hiring and retention of key personnel and risk mitigation; and


(4) Provide services under a performance based service acquisition contract.


Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards MAY be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

Pursuant to this statute, the USG is willing to accept proprietary restrictions placed upon data presented in response to this survey and to protect such information from unauthorized disclosure, subject to the following:


(1) Data must be in writing and be clearly marked PROPRIETARY and be accompanied by an explanatory text so that the USG is clearly notified regarding what data is proprietary.


(2) Mark as proprietary only data that is truly confidential and to which there is a legal property right.


(3) Do not mark data that is already in the public domain or is already in possession of the USG or third parties on an unclassified basis. Do not mark data that is available to the USG or to the public without restriction from another source.


(4) Do not submit any classified data in response to this market survey.


Proprietary data transmitted electronically must have the PROPRIETARY legend on both the cover of the transmittal e-mail as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: "PROPRIETARY PORTION BEGINS" and "PROPRIETARY PORTION ENDS."
