The U.S. Army Corps of Engineers, New England District, is issuing a Sources Sought Announcement for a construction project for the Refurbish Tainter Gate Lifting Machinery and Install Joint project at the Fox Point Hurricane Barrier in Providence, Rhode Island to determine the interest, availability, and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Economically Disadvantaged Women-Owned, and Small Business concerns as described below. The NAICS code for this procurement is 238290. The project is planned to be issued on or about August 2015. The construction will occur in the summer or fall of 2016 and is expected to take about three months. The reason for the delay is that there is another project that must be completed before this project can start. The estimated construction cost for the Refurbish Tainter Gate Lifting Machinery project is between $100,000 and $500,000.00.

This project consists of the following components:
    
-Refurbish or replace in kind the three motors. Refurbishing consists of disconnecting each motor, taking it to a repair shop, and having the windings, bearings and insulation refurbished. Each gate would be left in the down position while this was occurring.

-Disassemble the six gearboxes, drain the oil, inspect the gears and internal bearings, replace the seals and gear oil, and reassemble each gearbox. Compile a report listing findings.

-Inspect, clean, test and adjust the brake units for the torque shafts.

-Install coupling joints in the torque shafts. The number, type and location are to be determined.

-Make adjustments to ensure that the tension is equal on both sides of each gate. Adjustments will be done while the shafts are quote mark uncoupled quote mark to add new couplers.

-Check the alignment of the pillow block bearings located between the machinery rooms. Re-shim as necessary.

-Modify or replace the lifting chains - completely, or in part. The chain type would be similar to the original chain where each bearing was to be greased. Also install new chain strippers.

-Gates must be operational during the hurricane season (June through November).

Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications and experience in performing the work components stated above. Please include at least two specific examples of the firm's experience performing the work requirements stated. The projects must have been performed within the last five years. Please indicate the team subcontractors that will be used to support the offeror's effort and include their prior experience and qualifications. Proof of bonding capability is required.

The Government will not pay for any material provided in response to this market survey nor return the data provided.
