PERFORMANCE WORK STATEMENT
Refurbish Detroit Circuit Breaker XJ2

1 General Description


1.1 Background The Eaton type 150VCP-WG63 circuit breaker is the circuit breaker for generator 2 at Detroit Dam, Oregon. During maintenance in May, 2012 the wipe measurement for phases A and C was observed to be unsatisfactory per the factory operation and maintenance manual. The breaker was removed from service and is in need of repair.
1.2 Scope This scope of work (SOW) covers repair, refurbishment and testing of an Eaton type VCP-W vacuum circuit breaker for the Willamette Valley Project Office. In addition, a closure test tool shall be supplied with the refurbished breaker. Satisfactory completion of this work requires that parts be furnished and installed per factory procedures to restore the breaker to original factory performance standards as verified by testing performed in accordance with the factory's operation and maintenance manual (I.B. 32-255-1G - Eaton "Instructions for Installation, Operation and Maintenance of Type VCP-W Vacuum Circuit Breakers"). The full set of requirements is described in detail in section 3.

3 Requirements


3.1 Repair and Reconditioning Services

3.1.1 Replace all three vacuum pole assemblies with new assemblies of the same or superseding type meeting IEEE/ANSI C37.04 and C37.06 standards.
3.1.2 Install X-Washers kit per figure 6-1b of I.B. 32-255-1G.
3.1.3 Class 2 reconditioning service per Eaton services brochure

3.3 Nameplate Information All parts and repairs must be compatible with the Eaton type VCP-WG63 circuit breaker. Parts shall be rated to meet or exceed the performance ratings specified on the breaker nameplate, given as:

3.4 Breaker Testing Following all repairs and reconditioning, the circuit breaker shall be tested and certified by the manufacturer. Testing shall follow ANSI/IEEE C37.09 test procedures and include, at a minimum, insulation resistance, contact resistance, timing and over-potential tests. A report with the test results and certification that the breaker meets Eaton's performance specifications and that it is suitable for safe operation shall be submitted to the Government.


3.5 Warranty A 12 month warranty will be provided to the Government.


3.6 Shipping The circuit breaker shall be picked up at Detroit Dam, 40990 Hwy 22, Mill City, OR 97360. The Government shall pack and crate the VCP-W breaker prior to pick-up. The Government shall be provided at least two-week notice prior to the scheduled date of pick-up. After repairs are complete and satisfactory test results are submitted to the Government, the breaker shall be delivered free on board (FOB) to Detroit Dam. The Government shall not be responsible for the cost of shipping back to Detroit Dam. The Government shall not be responsible for damage or loss of the VCP-W breaker during shipping or while being stored away from Detroit Dam.
