We are seeking information for market research purposes only. The Government will not pay for any information solicited.
The VHA Network Contracting Office 6 (NCO 6) is conducting a market survey to find qualified vendors who can provide the following service for each of the VISN 6 VA facilities (seven Veteran Affairs Medical Centers (VAMCs), five Health Care Centers (HCCs), and one Community-Based Outpatient Center (CBOC)), located in North Carolina and Virginia:

Only fully licensed/accredited laboratories actively engaged in providing the specific services and laboratory should respond to this sources sought.
Contractors shall provide a full range of referral laboratory services to include patient testing, specimen processors, and courier service for VISN 6 laboratories.
Services include daily (or as determined by each individual facility) transportation of clinical laboratory specimens from the VISN 6 facilities to the Contractor's laboratory(s), as well as provide a specimen processor, the performance of analytical testing as defined by the Contractor's reference test manual, the reporting of analytical test results and consultative services as required to assimilate the full scope of its laboratory operations to VISN 6.
Contractor will be required to establish an interconnection with the VA for transfer of laboratory test results directly into a VA computer system via the appropriate Laboratory Electronic Data Interchange protocol.
The Contractor shall provide timely (defined by the minimum and maximum turnaround times detailed in the description of requirements) and appropriate testing of patient specimens as requested by VISN 6 facilities. The contractor will also provide reports of the tests performed to the requesting laboratory in a pre-determined time frame.

The NAICS 621511 Laboratory Testing Service, Medical (except radiological, X-ray_ is applicable to this acquisition; with a size standard of $32.5M.
Interested firms are reminded that in accordance with FAR 4.1201(a) Prospective contractors shall complete electronic annual representations and certifications at the System for Award Management (SAM) as a part of required registration in conjunction with FAR 4.1102(a) that states, Prospective contractors shall be registered in the (SAM) database prior to award of a contract or agreement. Therefore, due to time constraints, vendors must be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award.
