Request for Quotations #140P8319Q0078 is to install erosion control barriers and improve drainage along the Stehekin Valley Road in North Cascades National Park Service Complex, Stehekin, Washington. The price schedule includes options to install rock barbs at two locations in the Stehekin River to reduce erosion near the road. The Contractor shall furnish all needed labor, equipment, supplies, materials, permits, insurance, fees, lodging, and transportation (including barge services) to perform the work. Target work period is autumn 2019.

PROJECT LOCATION: The project is located near Stehekin in Lake Chelan National Recreation Area, part of North Cascades National Park Service Complex. Stehekin is a remote community located at the north end of Lake Chelan, approximately 50 miles from Chelan, Washington. The Stehekin valley is isolated; the roads do not connect with any highway system. Stehekin is accessible from Chelan only by boat, barge, or floatplane. The work areas can be reached on roads suitable for hauling heavy equipment. Lodging and meal services are available on a limited basis. Cellular phones do not work; public phone service at Stehekin is limited to a single telephone requiring credit or calling card; and there is no public Internet access. DETAILS: This is a best value procurement set-aside for small business concerns in accordance with FAR Part 19.5. The NAICS code for this project is 237310, Repair of highway, road, street, bridge, or airport runway. To qualify as a small business under this NAICS code, the firm must be organized as for-profit, with average annual gross revenue for the past three years under $36.5 million. All work will be performed under a single firm fixed price contract subject to the Contract Wage Requirements (Construction). In accordance with FAR Part 36.204, the estimated magnitude of construction is between $100,000 and $250,000.
Prior to the solicitation closing date and time, the prime contractor's (quoter's) SAM registration status must be "Active" at www.SAM.gov.
Prospective quoters must visit www.FBO.gov periodically to check for amendments and other changes to the contract documents; no notifications will be sent. No paper copies of the solicitation will be mailed or issued. All eligible responsible sources may submit a quote which shall be considered by the National Park Service. The Government reserves the right to cancel this solicitation.
