This amendment is to change the solicitation from a Request for Proposal to a Request for Quotation. This changes the basis for award from best value continuum - tradeoff process in accordance with FAR subpart 15.101-1 to best value determined fair and reasonable. Based on this change a combined synopsis/solicitation will be issued on or about July 23, 2014.
