Recruitment Advertising at CIAA Tournament
(i) This is a combined synopsis/solicitation for advertising services, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued.
(ii) Solicitation number 70Z0G7-18-Q-PAE014 applies and is issued as a Request for Quotation.
(iii) This solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-96 (06 NOV 2017).
(iv) This procurement is 100% set aside for small business. The North American Industry Classification System (NAICS) code is 541810 and the business size standard is $15M. The U.S. Coast Guard Recruiting Command intends to negotiate and award a Firm Fixed Price Purchase Order on a sole-source basis to the Wright Consultants, LLC. It is the Government's belief that Wright Consultants, LLC is the only one that could provide the sponsorship package at the Central Intercollegiate Athletic Association Tournament in support of its recruitment efforts. However, other potential sources with the expertise and required capabilities to provide this service can submit such data discussing the same in duplicate within 4 days from the date of this announcement. This data must include sufficient information to allow the Coast Guard to evaluate the proposal relative to the below requirements and per the attached State of Objectives. Concerns that respond to this notice must fully demonstrate the capability to accomplish the below and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirement.
(v) The advertising requirements for the sponsorship package are:
A. Provide a 20 X 20 booth during the Fan Festival to promote Coast Guard programs and to include the right to conduct giveaways.
B. Daily PA announcements
C. Include Coast Guard emblem on the Welcome signage
D. Provide a 10 x 20 booth during the Career Day to promote the CG and job opportunities
E. Opportunity to speak on subject matter of the USCG choice during the Education Day Breakout session.
F. Provide a 10 x 20 booth during the Education Day to promote CG programs and careers.
G. Promote the CG on Tournament signage
H. Promote the CG on the TV LED center court signage during every game
I. Display CG logo on rotating LED ribbon
J. Promote the CG through a 30 second video board commercial per game
K. PA announcements per game
L. Full Page AD of the CG in the tournament booklet
M. CG logo on all marketing materials
N. Promoting the CG through Social Media and website
Package must also include: Four (4) sponsor and two (2) media credentials, four (4) tickets to the reception, two (2) tickets to the Chancellor's awards, four (4) tickets to Tipoff Luncheon and four (4) tickets to the John B. McLendon Jr. Honorees ceremony.

Award will be lowest technically acceptable. The Government intends to award on an all or none basis to a responsible offeror whose offer conforms to the solicitation, and provides the Government with the lowest technically acceptable. The evaluation and award procedures in FAR 13.106 apply. The U.S. Coast Guard Recruiting Command intends to award a Firm Fixed Price Contract.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
