REQUEST FOR INFORMATION (RFI)
(FOR MARKET RESEARCH PURPOSES ONLY) - Immediate responses are requested!
This is a request for information (RFI)/Sources Sought (SS) and not a Solicitation.
The purpose of this RFI /SS is to conduct market research to determine if responsible sources exist and to assist in determining if the procurement described below can be competitive and/or a total Small Business Set-Aside.

The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in Businesses of All Sizes (Small or Other Than). The applicable NAICS Code is 541211 Offices of Certified Public Accountants.
Government s Objectives
The Department of Veterans Affairs intends to award a no-cost contract (Contractor is paid out of recovered funds only) for Recovery Audits (RA) to provide auditing services. The Government s obligation to make payments to the contractor under this is contingent upon both the contractor s correct identification of valid overpayments and the Government s subsequent recovery of overpayments, or portion of overpayments. The contractor shall bear the burden of costs of performing the tasks associated with the RA and will be compensated only on a percentage of the actual funds recovered. These services are commercially available. The primary RA objectives will include:

Establishing and maintaining a public website for posting audit plans for review and receiving public comments
Establishing and maintaining a secure portal for transferring data containing sensitive data between VA and the contractor
Being able to receive and audit paid claim data from 11 different universes of claims from various OCC programs for potential overpayments (the overpayment information is then given to VA for collection)
This will be done in accordance with and will fulfill the statutory requirements of 38 U.S.C. B' 1703(d)

Instructions: All respondents, if applicable are requested to identify their firm's size, type of business and their General Service Administration (GSA) Schedule and Contract Number. Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Government's requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed 5 pages, so that the Government can determine the experience and capability of firms to provide the requirements above. The circumstances of this requirement will require an awardee to perform recovery audit services for up to one year without compensation.
Other Pertinent information:
The contractor cannot receive data to audit until they have obtained their Authority to Operate (ATO). Under the previous contract, which may take up to a year.
In order for the contractor to get paid, it must audit the data and identify overpayments.
Information the contractor identifies for an overpayment will be transmitted to VA. VA will pursue collections.
The contractor only gets paid when overpayments are returned by the providers to VA.

(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.

(b) Although proposal and offeror are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.
