The National Technical Information Service (NTIS), Office of Production Services (OPS), has a Sole Source requirement for Records Retention and Storage services in accordance with the attached Statement of Work (SOW), (Attachment #1). This acquisition is solicited pursuant to the Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Part 13.5 Test Program for Certain Commercial Items under the Department of Commerce Class Deviation PM 2015-01.

This is a Sole Source action under FAR 13.106-3. A justification is as attached.

This a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78. No set aside is used - the NAICS code is 493190. Requirements are in accordance with the attached documentation. Delivery/Place of Performance shall be the Contractor's facility, and shall be performed form the Date of Award. Terms and Conditions applicable are as attached. Offerors shall include a completed copy of 52.212-3, Offeror's representations and Certifications - Commercial Items, in their response.

As a result of this Request for Quotation (RFQ), the NTIS intends to establish one (1) Firm Fixed Price (FFP) Contract with a period of performance of a base six (6) months plus one (1) six (6) month option, in addition to an option for transition/exit support.

Evaluation Criteria
This order will be evaluated on a reasonably priced, technically acceptable basis (RPTA). A quote will be found technically acceptable when it clearly and convincingly demonstrates that the contractor understands the requirements and has the technical capabilities to meet it, and when the contractor has no significant issues with their past performance. The Government reserves the right to review the contractor's past performance record contained in the Past Performance Information Retrieval System (PPIRS) and/or other databases.

Response Instructions
The Contractor's quotation shall not exceed 10 pages, excluding pricing. It is requested that quotation pricing be broken down as listed in the attached excel Pricing Spreadsheet.
All written quotations must be submitted no later than 6:00 PM EST on 03/03/2015. All responses shall be delivered via e-mail. No other form of submission, either for formal questions or quotations, will be accepted. Direct all correspondence to Robert.Coyle@nist.gov. Please note this Request for Quotation shall not be considered direction to proceed with the subject effort, nor a promise of future direction to proceed. Contractors are solely responsible for quote submission costs.
