Recordkeeping Services Acquisition (RKSA) (Formerly known as RKSDMA)

1. Description. FRTIB is continuing its phased source selection process (FAR 15.202) in support of the Recordkeeping Services Acquisition (RKSA), (originally TIB-2017-RFP-0001). The Agency has completed the Advisory Phase and the Minimum Qualification Phase of the acquisition process. This process resulted in the FRTIB identifying the minimally qualified vendors. This Special Notice announces the distribution of the Final Request for Proposal (RFP) to the minimally qualified vendors. The updated RFP number is TIB-2018-RFP-0012.


2. Introduction. The Federal Retirement Thrift Investment Board (FRTIB) is seeking a qualified vendor to support Thrift Savings Plan Recordkeeping and to provide defined contribution managed services that will operate and manage the associated people, processes, and systems required to deliver TSP retirement services as defined in the Recordkeeping Statement of Objectives (SOO). The TSP serves more than five million active and retired participants and beneficiaries (estimated total of 9.7 million accounts including zero balance and inactive accounts as of February 2018) and will grow significantly over the next five years.


3. Process. FRTIB used a multi-phase acquisition approach for soliciting TSP Recordkeeping and Defined Contribution managed services providers. (See all previous announcements). Interested vendors were evaluated in phases and progressively reduced the number being considered for contract award to those that were considered likely to qualify for award. The purpose of this procedure was to reduce the time and cost of source selection, both for the Agency and for the competing offerors.


A multi-phase acquisition process enabled the FRTIB to identify the vendors qualified to proceed to each subsequent phase. Only Offerors who have been identified as having the minimum qualifications in the Minimum Qualification Phase will receive access to the Final RFP.


The Government will assess the responses from the qualified vendors in accordance with the criteria defined in the RFP and evaluate each respondent according to the evaluation factors and processes defined in the document. The Agency will use this final evaluation phase to identify the most highly qualified Offeror for award.


4. RKSA RFP and Library. FRTIB has established a library of background documents related to Agency operations, processes, etc. Offerors meeting the qualifications in the aforementioned Minimum Qualification Phase must request permission to access the RFP and Library by clicking on a locked document at the FBO site and following the directions presented. Individuals requesting access must have a Non-Disclosure Agreement (NDA) on file with the Contracting Officer. The NDA forms have been provided to Offerors meeting Minimum Qualifications.


5. Disclaimer. Potential offerors are solely responsible for all expenses associated with responding to the RFP and will not be reimbursed by the Government.
